Book excerpt: Since the mid-twentieth century, political histories of late medieval England have focused almost exclusively on the relationship between the Crown and aristocratic landholders. Such studies, however, neglect to consider that England after the Black Death was an urbanising society. Towns not only were the residence of a rising proportion of the population, but were also the stages on which power was asserted and the places where financial and military resources were concentrated. Outside London, however, most English towns were small compared to those found in contemporary Italy or Flanders, and it has been easy for historians to under-estimate their ability to influence English politics. Politics and the Urban Sector in Fifteenth-Century England, 1413-1471 offers a new approach for evaluating the role of urban society in late medieval English politics. Rather than focusing on English towns individually, it creates a model for assessing the political might that could be exerted by towns collectively as an 'urban sector'. Based on primary sources from twenty-two towns (ranging from the metropolis of London to the tiny Kentish town of Lydd), Politics and the Urban Sector demonstrates how fluctuations in inter-urban relationships affected the content, pace, and language of English politics during the tumultuous fifteenth century. In particular, the volume presents a new interpretation of the Wars of the Roses, in which the relative strength of the 'urban sector' determined the success of kings and their challengers and moulded the content of the political programmes they advocated.

In the grand 'Whig' tradition, the parliaments of Henry VII were a disappointing retreat from the onward march towards parliamentary democracy. The king was at best indifferent and at worst hostile to parliament; its meetings were cowed and quiescent, subservient to the royal will. Yet little research has tested these assumptions. Drawing on extensive archival research, Cavill challenges existing accounts and revises our understanding of the period. Neither to the king nor to his subjects did parliament appear to be a waning institution, fading before the waxing power of the crown. For a ruler in Henry's vulnerable position, parliament helped to restore royal authority by securing the good governance that legitimated his regime. For his subjects, parliament served as a medium through which to communicate with the government and to shape - and, on occasion, criticize - its policies. Because of the demands parliament made, its impact was felt throughout the kingdom, among ordinary people as well as among the elite. Cooperation between subjects and the crown, rather than conflict, characterized these parliaments. While for many scholars parliament did not truly come of age until the 1530s, when - freed from its medieval shackles - the modern institution came to embody the sovereign nation state, in this study Henry's reign emerges as a constitutionally innovative period. Ideas of parliamentary sovereignty were already beginning to be articulated. It was here that the foundations of the 'Tudor revolution in government' were being laid.

A textual dissection of the epilogues in William Caxton's early printed works focuses on the universal desire for commemoration. Other essays about royal livery collars and the English coinage are nourished by material remains, and where contemporary records fail to survive, as in the listing of burials in parish churches, notes kept by sixteenth-century heralds and antiquaries provide clues for novel identifications. The book-ends are exemplars of the historian's craft: the one, taking as its starting point the will of Ralph, Lord Cromwell, explores in forensic detail how his executors coped with their enormous task in a time of civil war; the other, by examining research into the economy of fifteenth-century England undertaken since the 1880s, provides an over-view which scholars of the period will find invaluable.
