Ziel ist es, die Potentiale der Mitarbeiter zu entwickeln und zu erhalten, um auch im Personalbereich eine möglichst hohe Wertschöpfung zu erzielen. In vielen Organisationen heißt die Personalabteilung heute Human Resources. Dieser Begriff lässt sich mit vielen Bedeutungen übersetzen, am ehesten trifft aber sicherlich die Übersetzung von Human Resources als menschliche Potentiale zu und genau dies drückt auch den Wandel der Arbeit der Personaler aus. Im Mittelpunkt steht nicht mehr der Mensch als Produktionsfaktor und die Personalabteilung als seine Verwaltungsinstanz, vielmehr ist das Personalmanagement aktiver Teil des gesamten Managementprozesses. Um dieser neuen Herausforderung zu begegnen, bedarf es eines handlungsfähigen Personal-Controllings. Um die Personalarbeit im Unternehmen wirtschaftlich zu gestalten ist eine einfache Kostenkontrolle nicht ausreichend, da sich der Erfolg in der Personalwirtschaft in erster Linie in qualitativen Größen manifestiert und auf langfristige Sicht zu betrachten ist. Durch qualitative und quantitative Optimierung personalwirtschaftlicher Prozesse kann das Personal-Controlling spezifische Beiträge zur unternehmerischen Wertschöpfung leisten. Der Einsatz von Controlling in der Personalwirtschaft soll das ökonomische Denken und Entscheiden in der Personalarbeit fördern, vor allem durch Steuerung und Evaluation ökonomischer Größen wie Rentabilität, Effizienz oder Effektivität. Um die sozialen Folgen personalpolitischer Entscheidungen abzuschätzen, werden Kriterien wie Arbeitszufriedenheit, Loyalität oder Motivation analysiert.
