Es untersuchte eine Fragestellung, die zwei große wissenschaftliche Gegenstandsbereiche bzw. deren gemeinsame Schnittmenge umfasst: die "Dritter Sektor"-For schung und die Arbeitsmarkt( -politik)-Forschung. Darüber hinaus sollten aus dem Vergleich der Ergebnisse in den beteiligten Ländern Erfahrungen ge wonnen werden, die zur Beantwortung der Projektfrage auf europäischer Ebene beitragen können.

Globalisierung und Europäisierung, knapper werdende Finanzmittel bei steigenden Anforderungen und ein verstärkter Wettbewerb um Aufmerksamkeit und Spendenmittel sind nur einige der entscheidenden Faktoren. Vor diesem Hintergrund stehen Nonprofit Organisationen, im folgenden NPO genannt, heute zunehmend unter dem Druck, effizienter und effektiver zu wirtschaften.1 Eine professionelle Arbeit ist notwendig, um das Überleben der Organisation, bzw. den Erhalt ihrer Legitimität, sicherzustellen. Dabei erscheinen immer öfter auch betriebswirtschaftliche Managementkonzepte als eine Lösung. In den meisten NPOs, so auch in Umweltorganisationen, trägt das Personal „als [entscheidender] Faktor zur Sicherung der Existenz und der Überlebensfähigkeit der Organisation“ (NEUMANN 2004: 2) bei. Dem Personalmanagement kommt somit eine Schlüsselrolle zu. Bisher wurde diese Professionalisierung von NPOs vor allem im Gesundheits- und Sozialbereich untersucht, während es noch kaum (empirische) Untersuchungen zu NPOs im Umweltbereich gibt. Auf dieses Defizit verweisen u.a. REIGER/KLEMENT (2001: 67f.). So stellt sich die Frage, inwiefern sich das Personalmanagement der Profit-Unternehmen auf ökologische NPOs übertragen lässt und welche speziellen Anforderungen sich dadurch ergeben. Es ist davon auszugehen, dass es aufgrund der großen Zahl an ehrenamtlichen Mitarbeitern2 in Umweltorganisationen zu Spannungen und (strukturellen) Konflikten zwischen haupt- und ehrenamtlichen Mitarbeitern kommt. Beide Gruppen haben unterschiedliche Vorstellungen und Erwartungen, die das Personalmanagement zu berücksichtigen hat. Während das betriebswirtschaftliche Personalmanagement auf hauptamtliche Kräfte relativ gut zu übertragen ist, ergeben sich in Bezug auf Ehrenamtliche Schwierigkeiten. Stattdessen empfiehlt sich das Konzept der Freiwilligenkoordination. Entscheidend ist dabei die Verzahnung beider Bereiche, um möglichst große Synergieeffekte erzielen zu können. Hier bietet das aus den USA stammende Konzept des Diversity Management3 eine mögliche Lösung. Zuerst werde ich die Besonderheiten von Umweltorganisationen als NPOs darstellen (Kap.2). Daran anschließend erfolgt eine Beschreibung dessen, was unter Personalmanagement zu verstehen ist und welche Unterschiede sich diesbezüglich zwischen Profit-Unternehmen und NPOs ergeben (Kap.3). Im vierten Kapitel werde ich auf die besonderen Anforderungen des Personalmanagements in ökologischen NPOs eingehen. Zunächst werde ich kurz die Konfliktursachen beleuchten und anschließend darstellen, welche unterschiedlichen Anforderungen sich für das Personalmanagement ergeben. Abschließend werde ich das Konzept des Diversity Managements als möglichen Lösungsansatz vorstellen.
