Book excerpt: As part of a continuing evaluation of the Department of Energy's (DOE) management of its substantial research and development resources and activities, GAO evaluated the DOE decision to extend the existing contract to operate the Argonne National Laboratory and the procedures it used in awarding the contract to the incumbent contractors. Argonne is unique because it is operated by two contractors, the University of Chicago and the Argonne Universities Association. Under the current contract, DOE pays each contractor an annual management allowance for its services, in addition to paying for the actual costs of Laboratory operations. However, the current contract does not have any financial performance incentives. In its review, GAO found that: (1) DOE did little to determine the availability and potential benefits of competition; (2) DOE did not schedule its extend or compete decision early enough to award a new contract using competitive procurement procedures; (3) DOE did not carry out consistent and timely evaluations of the contractors' performances, based on preestablished criteria, with feedback of results to the contractors; (4) for the fifth consecutive time, DOE extended the Argonne contract for a shorter than normal period because one DOE program office was not satisfied with the contractors' performances; (5) DOE did not obtain contractors' commitments to fully perform their contractual duties despite DOE findings that neither contractor was fulfilling its assigned duties; and (6) DOE did not end the two-contractor arrangement even though the arrangement's primary original purpose, to permit member universities of the Argonne Universities Association access to a high-energy particle accelerator, no longer exists.

Book excerpt: While working at the Argonne National Laboratory by Chicago, Illinois, in the years 1990-96, Dr. Bottoni proposed to the Argonne management to invite his old acquaintance, Prof. Katsuhiro Sakai, of the Osaka University, Japan, to cooperate with him, during a one-year stay, on numerical problems related to thermal and fluid-dynamics computer simulations. At the end of the stay Prof. Sakai wrote a report documenting his work made with Dr. Bottoni and, part time, with an younger colleague, Dr. Sun. At this point the section manger, who had not cooperated to the technical work, pretended to be considered as co-author of the report, excluding Dr. Bottoni. This blatant violation of professional ethics was reported to higher management levels which, however, engaged in a cover-up policy aiming at tolerating the violation of the Code of Ethics establishedby the Laboratory. The books uncovers a full chain of violations so that the question arises whether the Code of Ethics is only a piece of paper. The author not only claims justice, but also thinks that the American taxpayer should be made aware of a state of affairs which implies waste of time and of financial resources.

Book excerpt: The only facility at Argonne National Laboratory which is classified as high hazard is EBR-II. A Level I Probabilistic Risk Assessment (PRA), including external events, has been completed for EBR-II. There were several objectives for this project; to provide a quantitative estimate of the risk associated with the operation of EBR-II, to provide a framework for managerial decision-making for the management of risk at the facility, and to provide insights into the nature of the risk of EBR-II that can be applied in the design of future LMRS. Other ANL facilities do not have complete probabilistic assessments. Despite this fact, Risk Management is an essential part of ANL's approach to safety and operations. Risk management at Argonne National Laboratory is not limited to accelerator or nuclear facilities. It is also an integral part of construction activities. The Advanced Photon Source, a major construction project at the Laboratory, utilizes a variety of risk assessment techniques to identify potential construction loss exposures and to develop measures to eliminate them. Over the past 15 years, in excess of 15,000 pages of regulatory requirements pertaining to environment safety and health have been printed in the Federal Register. Not all of these are applicable to Argonne National Laboratory all of the time, but as a highly-visible, nationally-funded facility, compliance with those that are applicable must be above reproach. Therefore, risk management is also a very important part of construction activities at ANL. This paper will give examples of these activities, such as, the EBR-II PRA, risk-based analyses of Fuel Cycle Facility Safety Systems, reliability studies of the Access Control Interlock System for the Advanced Photon Source and management approaches for controlling risk during the construction activities at APS.
