The study takes a mixed-method approach, utilizing both quantitative and qualitative information to examine the Student-Centered Funding Formula's effect on community colleges that are in predominately minority communities. The supposition in this case is that there is a negative effect on minority serving community colleges due to the implementation of Performance-Based Funding in California.

Book excerpt: California currently funds its public colleges on the basis of enrollment, a process that reinforces their commitment to college accessibility and ensures a relatively equitable distribution of per-student spending across institutions. A sluggish economy and state budget pressures, in addition to a national drive for market-driven education reform, has accelerated the discussion about the merits of performance-based funding (PBF), an alternative funding strategy, for public higher education. This qualitative study examined how 26 stakeholders of California Community Colleges, specifically administrators, and full-time faculty in leadership positions located within the San Diego and Imperial Counties, perceive the performance-based funding strategy. The results of the findings indicate that the stakeholders’ perception of PBF have been affected by their experience with two particular quasi-PBF models, California’s Partnership for Excellence and Student Success Initiatives. Their concerns of PBF involved having no control over variables; lowering of academic standards and gaming the system; and limiting access. Research participants provided recommendations to effectively overcome the obstacles encountered and minimize the unintended impacts produced by performance-based funding. This study contributes significantly to the existing literature and to policy since there are few studies done with regard to California Community Colleges and PBF. Findings of the study will assist policymakers in understanding the various ways that performance-based funding is being framed and provide an intelligent basis for discussion and judging conflicting ideas, proposals, and outcomes with regard to accountability in higher education.

State legislators in California have implemented a performance-based funding model for community colleges, and little is known as to the possible impacts of such funding for the nation's most extensive system of public higher education, the California community college system. The purpose of this study was to consolidate comprehensive information that would provide campus leaders a tool in streamlining their campus conversations and needed guidance to local governing boards to develop a sound set of policies to capitalize on this new funding reform. Specific actions taken by California community colleges as a result of performance-based funding and the campus-wide responses to these actions have yet to be consolidated and applied to local college campuses in California. The research derived through this case study defines these actions and the impact, if any, of stakeholder responses. Additionally, the research was intended to develop an understanding of the how Canyon College has implemented performance-based funding and what, if any, are the impacts on the campus from the implementation efforts. The collection of qualitative data was through interviews with Canyon College stakeholders as well as observations of college-wide meetings and the review of relevant literature and legislative impacts on higher education. This focus includes analysis of college-specific documents, interviews of persons deeply involved in performance-based funding reform at the college, and focus groups with individuals who had experienced firsthand the impact of such funding models at the local college level. Book excerpt: The California Community Colleges is the largest system of higher education in the United States with more than 2 million students enrolled in 115 colleges. The system consists of 73 local community college districts, which are responsible for governance of the colleges. This dissertation examines the finances of those districts. Extensive research suggests educational inputs affect student outcomes, and recent reforms in California, such as a new state-administered Student Centered Funding Formula and the California College Promise, assume changes in community college finances will support educational improvement. However, little is known about how the districts' finances vary today. Using administrative data from the California Community Colleges Chancellor's Office (CCCCO), I find that revenues and expenditures vary meaningfully across the system, exceeding standards of fairness drawn from prior literature. Further, although prior research suggests that low-income students require greater support to achieve similar outcomes, my analysis does not find evidence that districts who enroll higher proportions of these students receive greater revenues or incur greater expenditures the students may need. Finally, some districts, and even some receiving higher per-student revenues relative to other districts, appear to be facing challenges when indicators of financial health (i.e., deficits and fund balances) are measured. These results can inform state-level policy to better target the distribution of funds. They can also assist local leaders in setting priorities in their budgets.

Under contract with the California Community Colleges Chancellor's Office, a six-member panel of the Research and Planning Group for California Community Colleges (RP Group) Center for Student Success (CSS) carried out a study to develop a set of performance frameworks, performance indicators and recommended approach to performance evaluation for discussion and review by an External Panel of Experts, a Statewide Oversight Committee of CA Community College Leaders, the Department of Finance and the Legislative Analyst's Office in response to AB1417 (Pacheco) [Chapter 581, Statues of 2004], for eventual adoption by the Board of Governors of the California Community Colleges and submission to Legislature and the Governor of California. These recommendations are well-tailored to the uniquely varied educational needs and missions of the California Community Colleges. The recommended framework would provide valuable information not only to state policymakers, but also to local community college districts, which over time could contribute toward improved instruction and related programs for students. Implementation of this framework would require the enactment of authorizing legislation and a relatively modest augmentation of resources for the Chancellor's Office. Appendix A lists the members of the Research and Planning Group/Center for Student Success. Appendix B lists the members of the six-member External Panel reviewed the draft framework twice and provided comment and guidance in the project, and has given the proposal high marks. Appendix C lists the members of the Oversight Committee. Appendix D provides the performance reporting project proposed metrics.
