Book excerpt: Abstract: The use of performance appraisal as an effective management tool is the focus of this informative, easy-to-understand supervisor's guide. Management-by-objective (MBO) principles on which performance appraisal is based and benefits of an effective appraisal process (i.e. ongoing employee development, increased communication between managers and employees) are presented. Three sets of skills required by supervisors for effective performance appraisal are development of appraisal measurement criteria, interpersonal communications, and documentation. Appraisal models that include a broad range of applications are described. Guidelines are provided for developing an appraisal model that can be adapted to fit the job requirements of any organization or individual. Special concerns related to performance appraisal in government are discussed and specific directions are given for meeting appraisal requirements in the Civil Service Reform Act of 1978 (CSRA). Components of the formal development interview process include preparation steps, conducting and evaluating the interview, follow-up responsibilities, and summary. An important feature of the guide is a series of articles written by practicing professionals based on actual work experiences. Topics include 1) the importance of documentation in performance appraisal, 2) tailoring performance appraisal systems under CSRA, 3) integrating performance appraisal with MBO, and 4) the evolution of a MBO-based appraisal system. Available in PDF, EPUB and Kindle. Book excerpt: Performance appraisals for government employees has been a contentious topic for scholars for several decades. Contradictory information regarding performance appraisal effectiveness has added to the skepticism felt by participants. Performance appraisals were first introduced to the public sector by President Carter through the Civil Reform Act. The goal of appraisals was initially dependent upon the type of work being performed. Executive-level employee appraisals to be based on both the performance of the individual and the organization's performance. Non-executive employees were to connect individual performance with the agency's objectives. The ultimate goal was to create a system to assess employee performance and advance the operational functions of the organization. The proposed study aims to analyze factors associated with employee perceptions of performance appraisals in the public sector and to help identify key factors that aid or impede appraisal effectiveness. Using surveys and interviews, quantitative and qualitative data can be gathered from current federal, state, and local government employees who were participate in the appraisal process. This study can provide insight on the perceptions of appraisals and identify if they provide any value to public organizations.

Available in PDF, EPUB and Kindle. Book excerpt: Performance appraisal is a key tool for meeting the managerial needs of the modern organization. Daley examines the entire process of designing a performance appraisal system from determining its organizational purpose to constructing an objective appraisal instrument for measuring employee performance. Emphasis is also placed on the role of employee feedback and appraisal training. The cognitive behavior that shapes and influences the rating process is detailed. The book integrates the literature and practices detailed in business management, psychology, and sociology with that focusing on the public sector. After an overview of performance appraisal research and the effect of public-private differences, Daley examines the reasons for performance appraisal and the basic mechanics--why?, what?, when?, who?--of establishing an appraisal process. Special emphasis is placed on the role of performance appraisal in the organization. He looks at the array of appraisal instruments that exists concentrating on the development of objective Behaviorally Anchored Rating Scales and Management by Objectives approaches. The role of employee feedback and the performance appraisal interview for delivering it are detailed. Daley focuses on the problems that plague raters. Organizational and employee misunderstandings along with traditional rater error problems are diagnosed. The importance of programs for training the rater are presented. An ideal resource for managers engaged in performance appraisal, this book can also serve as a supplemental reading for courses in management and human resources/personnel.

Book excerpt: Confronted with rising citizen discontent, the Reinventing Government movement, and new technological challenges, public organizations everywhere are seeking means of improving their performance. Their quest is not new, rather, the concern with improving the performance of government organizations has existed since the Scientific Management Movement. Public Sector Performance brings together in a single volume the classic, enduring principles and processes that have defined the field of public sector performance, as written in the words of leading practitioners and scholars. Taken as a whole, this volume provides a performance compass for today's public managers, helping them to reconstruct the public's confidence in, and support of, government.Defined here as managing public organizations for outcomes, performance is examined in all its varied dimensions: organizing work, managing workers, measuring performance, and overcoming resistance to performance-enhancing innovations. The selected articles are interesting, thought provoking, and instructive. They are classics in that they have been widely cited in the scholarly literature and have enduring value to public managers who seek to understand the many dimensions of performance. The book is organized into three sections: Performance Foundations, Performance Strategies, and Performance Measurement. Excerpts from additional selected articles feature special topics and wisdom from performance experts.

The importance of tracking performance for good governance is considered, as are the benefits of designing a departmental and human performance management system. Particular attention is paid to the difficult task of measuring worker performance in the public sector, where a wide array of unquantifiable variables must be examined. Various performance models, such as the Excellence Foundation and the Balance Scorecard, provide an invaluable resource of concepts, considerations, and challenges for improving public sector performance.

Book excerpt: Individual performance evaluation is an ongoing challenge involving both public and private organizations, human resource experts, executives, and employees. As an employee of the United States Office of Personnel Management once said, “if anyone can solve performance evaluation problem, he should be entitled to the Nobel, the Pulitzer and the Heisman in the same year”. In addition, government reforms in the 1980s, commonly referred to as New Public Management, promoted the adoption of performance evaluation in the public sector. These reforms not only had to deal with the typical phenomenon of resistance to the introduction of such systems, but also with the specific constraints found in the public sector (extensive trade union presence, the unique status of civil servants, the type of employment contract, and the need to provide equal employment opportunities). Despite being still widely adopted, performance evaluation systems are often reworked and tweaked and the consequences of such adjustments are never fixed or unequivocal. Thus, the book has two main objectives: firstly, to describe the performance evaluation systems for public sector executives and non-executives working for Central Government in a sample of European countries. Secondly, to identify any relevant common reform trends or any that are particularly innovative for the evaluation of government executives and non-executives.

The new emphasis on performance appraisal and merit pay calls for a thorough examination of their effectiveness. Pay for Performance is the best resource to date on the issues of whether these concepts work and how they can be applied most effectively in the workplace. This important book looks at performance appraisal and pay practices in the private sector and describes whetherâ€"and howâ€"private industry experience is relevant to federal pay reform. It focuses on the needs of the federal government, exploring how the federal pay system evolved; available evidence on federal employee attitudes toward their work, their pay, and their reputation with the public; and the complicating and pervasive factor of politics.

Increasingly, the value of the performance management systems themselves is under scrutiny, with more attention being paid to the effectiveness of performance management in practice. This new edition has been revised and updated to examine: performance in the context of current public management debates, including emerging discussions on the New Public Governance and neo-Weberianism; the many definitions of performance and how it has become one of the most contested agendas of public management; the so-called perverse effects of using performance indicators; the technicalities of performance measurement in a five step process: prioritising measurement, indicator development, data collection, analysis and reporting; and the future challenges and directions of performance management Performance Management in the Public Sector 2nd edition offers an approachable insight into a complex theme for practitioners and public management students alike.
