GAO's review of the 1981 and 1982 merit pay cycles in three agencies employing about 25 percent of the total federal merit pay population found several areas requiring management attention. A number of factors other than employee performance have influenced the amount of merit pay employees received. Although performance standards were better in 1982 than in 1981, both the standards and the procedures used to establish them need to be improved. OPM efforts to evaluate agencies' merit pay programs have been limited in scope, but recent initiatives to strengthen these efforts are a step in the right direction. Employee perceptions of the merit pay program were low.

The Future of Merit reviews the aims and rates the accomplishments of the 1978 law and assesses the status of the civil service. How has it held up in the light of the National Performance Review? What will become of it in a globalizing international system or in a government that regards people as customers rather than citizens? Contributors examine the Senior Executive Service, whose members serve between presidential appointees and the rest of the civil service. These crucial executives must transform legislative and administrative goals into administrative reality, but are often caught between opposing pressures for change and continuity. In the concluding chapter Hugh Heclo, many of whose ideas informed the 1978 reform act, argues that the system today is often more responsive to the ambitions of political appointees and the presidents they serve than to the longer term needs of the polity. On the other hand, the ambition of creating a government-wide cadre of career general managers with highly developed leadership skills has not been fulfilled. Other contributors helped to frame the 1978 act, helped to implement it, or study it as scholars of public administration: Dwight Ink, Carolyn Ban, Joel D. Aberbach, Bert A. Rockman, Patricia W. Ingraham, Donald P. Moynihan, Hal G. Rainey, Ed Kellough, Barbara S. Romzek, Mark W. Huddleston, Chester A. Newland, and Hugh Heclo. Six former directors of the Office of Personnel Management commented on early versions of these chapters at a 1998 conference.

A review was initiated to determine if agencies will be adequately prepared to make merit pay determinations by October 1981. Many federal agencies may not be prepared by the October deadline to make determinations concerning merit pay as set out in the Civil Service Reform Act of 1978. Most federal officials have not had any previous merit pay experience, and agencies have not developed methods to measure how much it is costing to implement merit pay or whether merit pay will improve agency performance. If these problems are not considered, the Federal Merit Pay Program will be no more successful than previous attempts to base pay on performance. Various non-federal agencies were observed to determine the best course of action concerning the implementation procedures needed for this program. It was found that agencies either had previous experience with merit pay systems or spent several years pretesting their systems before actually implementing them. Many federal agencies do not plan to pretest their systems, and those who do plan to pretest intend only to pretest for a few months. Also, many agencies will not have sufficient time to conduct thorough training sessions. Federal managers must also become committed to the effort needed to make the merit pay system work smoothly.

The results of this analysis were then compared to specific positions within Naval activity comptroller departments to demonstrate how the basis for a standardized framework for evaluations can be developed for Navy-wide applications. Sets of potential critical elements for three specific positions were derived based on this framework and an example of performance standards for a specific critical element was shown. In conclusion this thesis makes several recommendations for ensuring that the intent of the CSRA requirement for flexibility of performance evaluation is maintained while allowing guidance and standardization from higher authority.
