Book excerpt: National Perchloroethylene Air Emission Standards for Dry Cleaning Facilities (US Environmental Protection Agency Regulation) (EPA) (2018 Edition) The Law Library presents the complete text of the National Perchloroethylene Air Emission Standards for Dry Cleaning Facilities (US Environmental Protection Agency Regulation) (EPA) (2018 Edition). Updated as of May 29, 2018 EPA is promulgating revised standards to limit emissions of perchloroethylene (PCE) from existing and new dry cleaning facilities. On September 22, 1993, EPA promulgated technology-based emission standards to control emissions of PCE from dry cleaning facilities. EPA has reviewed these standards and is promulgating revisions to take into account new developments in production practices, processes, and control technologies. In addition, EPA has evaluated the remaining risk to public health and the environment following implementation of the technology-based rule and is promulgating more stringent standards for major sources in order to protect public health with an ample margin of safety. The final standards are expected to provide further reductions of PCE beyond the 1993 national emission standards for hazardous air pollutants (NESHAP), based on application of equipment and work practice standards and, in certain situations, disallowing the use of PCE at dry cleaning facilities. In addition, EPA is taking this opportunity to make some technical corrections to the 1993 Dry Cleaning NESHAP. KDHE's Kansas Dry Cleaning Program within the Bureau of Environmental Remediation (BER) coordinates outreach to Kansas dry cleaners and is providing this fact sheet to help small and large area source facility owners and operators understand the new requirements.

Book excerpt: "A study was conducted to evaluate the emissions of perchloroethylene (perc) from dry cleaned fabrics to determine: a) how the introduction of fresh dry cleaning Into a home affects the indoor concentration of perc, and b) the effectiveness of "airing out" for reducing perc emissions. Small chamber tests were conducted to determine perc emission characteristics for three fabrics at several temperatures and air exchange rates. Test house studies were conducted to determine the indoor concentration of perc due to the placement of dry cleaned clothing in the house. Based on the study results, and assuming the test conditions were representative of normal dry cleaning and consumer practices, it is concluded that 1) Emissions from freshly dry cleaned clothing cause elevated levels of perchloroethylene in residences, and 2) For the three fabrics tested, "airing out" of dry cleaned clothing by consumers will not be effective In reducing perchloroethylene emissions. Significant variations in dry cleaning practices and/or in the mix of fabrics and clothing being cleaned could provide different results and conclusions."

[...] In a 1992 German study, concentrations of perc in the blood of residents living near dry cleaning shops, was dependent on the floor and construction type of the building where they lived and not necessarily on the dry cleaning system itself (Popp et al., 1992 as cited in IPCS, 2006). [...] California is the first state in the U. S. to prohibit the use of perc in dry cleaning. [...] Toronto dry cleaners have lowered perc discharges to the environment by using closed, direct-couple delivery of perc from the storage tank to the machine, by eliminating the use of perc-based spotting agents (as is required under the CEPA Regulations) and by educating workers in managing wastes resulting from the dry cleaning process. [...] Educating workers in the proper use of the alternate technologies, to achieve results comparable to perc-based dry cleaning, is important in increasing the use of wet cleaning and liquid CO2 based cleaning.
