Book excerpt: High schools are tirelessly pondering ideas of enhancing the learning environment by increasing academic engagement and safety. This phenomenology study was designed to report and analyze the perceptions of selected students about their academic engagement and safety while attending one high school. Data for this study were obtained through interviews that were conducted on two levels: focus group and individual interviews. The results indicate that uniforms by themselves have little to do with a student's academic engagement. Students believe that their teachers play a big part in the way that they participate in educational tasks. They also believe that engaging in academics has great consequences such as becoming a member of certain school organizations, graduating from school, and furthering their education. This study suggests that simply requiring students to wear uniforms will not cause them to become more academically engaged nor will it make schools safer. However, when a mandatory uniform policy is in place, the learning environment is enhanced because fewer instances of teasing and fighting over jealousy will occur.

The quantitative portion investigated several annual reports distributed by the North Carolina Department of Public Instruction (ncdpi) to explore the impact of school uniform policies on incidents of crime and violence and occurrences of suspensions and expulsions in North Carolina high schools that adopted such policies during the 2004-2005, 2005-2006, 2006-2007, 2007-2008, and 2008-2009 school years. The qualitative portion of this study examined an eight-item researcher-developed Likert-type survey distributed to all current North Carolina administrators working in the high schools where school uniform polices were adopted during the designated time period in an attempt to gauge their perceptions of how the adopted policy had changed the safety of their schools and their campuses. The data analysis indicated no change to the incidents of crime and violence and occurrences of suspensions for the majority of the thirty-eight high schools being examined in this study, although the school administrators working in these schools perceived school uniforms to positively impact school safety. This report provides a brief history of school uniforms, the positive outcomes of implementing such a policy, and information regarding the many schools across the country who have established a policy on school uniforms. Research indicates that school uniforms may improve the school environment. Numerous schools have experienced a decrease in violence, competitive behaviors, theft, and gang related incidents after requiring students to wear school uniforms. Schools who have created a uniform policy have noted improvements in academic achievement, attendance, and a more positive school climate. Collier High School, an alternative high school for students primarily experiencing emotional and behavioral disabilities, could benefit from a policy on school uniforms. Students at Collier often violate the dress code leading to behavior reports or suspensions. Oftentimes, inappropriate attire creates conflicts among the students and frequently distracts students from focusing on their academics. The staff members and students of Collier High School participated in a survey regarding their perceptions about a policy on school uniforms. In addition, students were invited to share their thoughts on a uniform policy in focus groups. The Fashion Class at Collier was given the opportunity to design school uniforms as well as incorporate a segment into the annual fashion show in which students could model uniforms for the staff, students, and parents to see.

This review summarizes anecdotal literature on which the current debate is based and critically reviews the empirical literature, including theoretical underpinnings, findings, and suggestions. The anecdote-based literature relies on attitudes, personal experience, and hearsay, ignoring available research. Empirical literature includes small-scale studies of effects, such as case studies of schools that implemented mandatory school-uniform policies, and large-scale studies that compare nationally representative samples of students enrolled in schools implementing uniform policies with students enrolled in schools not implementing such policies on a variety of outcomes. Many methods used are flawed because different factors are not accounted for, such as design of uniform policies in different schools studies, and racial and socioeconomic status. Still, results of qualitative studies lay the groundwork for creating theories on uniform policy effectiveness and defining related issues requiring further research. These results will direct policymakers away from conjecture, emotion, anecdotes, and assumptions. One suggestion is that a uniform policy be part of a larger comprehensive plan that focuses on students' academic success. (Contains 31 endnotes, 14 references, and 18 resource Web sites.) (RT)
