Book excerpt: The purpose of this study was to investigate the possible connections between ethical leadership behavior and collective efficacy levels as perceived by teachers. Second, this study examined the possible links between teacher characteristics and perceptions of a supervisor's ethical leadership and a school's collective efficacy. This study used two questionnaires to collect data. The Ethical Leadership Scale was used to gather perceptions of ethical leadership behavior. Four weeks later, the Collective Efficacy Short Form was used to collect data on perceived staff efficacy. The sample was 209 educators who were taking graduate education courses at a comprehensive Midwestern university in summer 2008. The first research question dealt with discovering any connections between perceptions of ethical leadership and perceptions of collective teacher efficacy. The overall indication is that there is a strong correlation. The second research question investigated demographic characteristics that might help explain any connections. The one characteristic that was most likely to produce significantly different responses was whether the teacher taught in a regular public school, a charter school, or a private school.

The participants were 3 middle school administrators and 34 teachers from one middle school located in the southeastern Pennsylvania. The perceptions of the middle school administrators and teachers were obtained using a Likert-type scale survey, an on-line survey (questionnaire) with open-ended items, and focus group interviews. The online survey consisted of demographic questions, ethical leadership questions, and open-ended questions. In this study, the relationships between personal characteristics, ethical leadership characteristics, and ethical decision-making were examined. The researcher conducted a cross analysis to measure the significance levels among all the demographic, ethics, and ethical leadership. Furthermore, during the focus group interview, the middle school administrators and teachers reflected upon their own leadership experiences within the school and community. The underlining themes derived during the focus group interviews areas were: ethics, ethical leadership, school culture, and ethical leadership practice. The findings of the study indicated that all the middle school administrators and teachers value the importance of ethical leadership at their school. However, more than half of the participants have never taken ethical leadership classes, workshops, or trainings. Furthermore, middle school administrators and teachers specified that collaboration is essential in implementing ethical leadership in their school and in developing professional development opportunities for every staff member in the middle school. Finally, the culture of the school will be affected as the middle school administrators and teachers continue discussing the importance of ethical leadership, the characteristics of ethical leaders, and making ethical decisions.

Book excerpt: Author's abstract: The purpose of this research study was to determine elementary principals perceptions of their ethical philosophy, formal leadership preparation in graduate school in the area of ethics, and actions needed for the development and maintenance of an ethical school. The persons most appropriate to provide the answers to the research questions included the population of elementary principals. A random sample of 915 elementary principals in Georgia was identified by listings on the Georgia Department of Education Website or by each countys web page. A descriptive, quantitative methodology was used, with a qualitative component of open-ended questions in order to bring out detailed feedback from the respondents. Instrumentation for this study was in the form of a survey designed by the researcher and based on the review of literature. The instrument was validated by nine experts in the field of ethics. These experts were employed by or were recently retired from the Professional Standards Commission or published authors in the field of ethical research. The instrument was pilot tested with eight volunteer principals from Richmond County. The survey was found to be reliable by using Cronbachs alpha at the .79 level. The survey contained 26 Likert style statements, with choices ranging from strongly agree, being given one point, to strongly disagree, being given five points. Five open-ended questions were added in order to gain more specific feedback from respondents. In total, 169 surveys were completed, with a return rate of 18.5%. This return rate limited the ability of the researcher to generalize to the entire population. Findings from this researchers study showed that principals understand the importance of their responsibility to model ethical values and behaviors. Many principals felt their ethical leadership preparation in graduate school was not sufficient, even though they agreed that their programs emphasized ethics, approached education as an ethical endeavor, and provided time for ethical case studies. Although principals felt a strong personal commitment to ethics, many did not have a formal ethical training program in place in their school.

Book excerpt: In 2003, Mid-County North High School (pseudonym), a large suburban, rather affluent school did not make Adequate Yearly Progress (AYP) under the No Child Left Behind Act. The school's special education population was unable to meet the proficiency requirements of the Mid-County's state, and as such received a "failing" label from the state. The irony in this is that North High School (NHS) and the Mid-County District have a documented legacy of excellence -even on the very assessments upon which the "failing" assessments were based. This single-site, qualitative case study, was designed to investigate the real-life dilemmas, ethical, professional, and personal, that the school leaders at NHS and in the Mid-County School District encountered after the school did not make AYP. The perceived internal pressures caused by the possible competition of a school leader's personal and professional values, as well as the necessity for leaders to guide their school toward making AYP, were investigated. In addition to internal pressures, the study attempted to uncover the perceived pressures faced by the leaders within the organizational structure of the school and school district, from the community, media and government. In addition, the study was designed to unveil school leaders' reactions to these perceived pressures. This study used semi-structured interviews with 12 school leaders, including central office and building level leaders, as well as teachers, a parent, and a school board member. In addition to interviews, pertinent documents, and artifacts were analyzed. The interview and document data were then coded using a qualitative analysis program, TAMSAnalyzer. The constant comparative method (Glaser and Strauss, 1967) was used to analyze the data in terms of the study's two theoretical frameworks: Turbulence Theory (Gross, 1998) and Multiple Ethical Paradigms (Shapiro and Stefkovich, 2001). The data revealed three dominant themes: (a) Turbulence Happens: School Leaders Are Forced to Respond to Externally Imposed Accountability in the Era of NCLB and AYP; (b) Flight School: School Leaders' Ethical Codes and Experience Prepare them to Navigate Through Turbulence; (c) Pilot to Co-Pilot: School Leaders Communicate, Collaborate, and Innovate to manage the Turbulence of Not Making AYP.
