Available in PDF, EPUB and Kindle. Book excerpt: Studying and analyzing local perceptions of peacekeeping missions have recently headed the forefront of United Nations peacekeeping objectives. UNIFIL which has been present for more than 35 years in Southern Lebanon has long sought to interact with the local population within an environment that is politically and economically challenging. This paper aimed at studying the perception of the local population towards UNIFIL. By reviewing the long years of interaction since the missions inception in 1978, UNIFILs humanitarian services and projects created a climate of positive interaction within a community that has long suffered from continuous instability and the consequences of war. This positive climate is hindered with UNIFILs inability to impede successive Israeli invasions and infringements of Lebanese territory. One could argue that UNIFILs development of humanitarian services and expansion of its service delivery along the years served as a legitimation of its presence amongst the host community. To have a clear view of the host community perception, a public opinion survey was conducted. The survey sets out religious affiliation as the most discriminatory factor amongst the local population. Shias diverted in their response compared to others which affected the whole response rate. It was revealed that they are dissatisfied with UNIFILs security provision and implementation of its mandate. This fact can be highly related to the Shias political affiliation, whereby Hezbollah is the most influential. In regards to Hezbollah, UNIFIL is seen favorably as long as it contributes in withholding Israel from undertaking any military action on the Lebanese territory. But its military actions against the Israeli enemy, is done regardless of UNIFILs presence and mandate implementation.

Book excerpt: While serving in United Nations peacekeeping missions, some peacekeepers sexually exploit and abuse the local population, a fact which erupted into a scandal published by many media outlets in 2005 and 2006. This book analyzes factors which may increase the risk of such behavior as well as measures the UN has taken which may have decreased the number of incidents. Using a mixed methods design, the book argues that previous analyses have been largely undertheorized—with the exception of gender theories—and turns to criminology to look at the phenomenon of so-called “Sexual Exploitation and Abuse” (SEA) in a new light. The three risk factors found to increase the likelihood of SEAs are an environment of sexual violence in the mission’s host country, the presence of internally displaced persons close to the mission, and a lack of supervised or regulated contact with the local population. In turn, the presence of an office whose purpose is to collect reports and investigate allegations, training on preventing SEAs for the incoming peacekeepers, and campaigns to empower the local population on these issues all seem to reduce the risk of sexual exploitation and abuse occurring. By using a statistical analysis followed by case studies of the UN peacekeeping missions in the Democratic Republic of the Congo, Liberia, and the Golan Heights, the author demonstrates the importance these factors have in the peacekeepers’ behavior on the mission, providing a solid basis upon which future policy recommendations can be made.

Statistically analyzing all civil wars since 1945, the book compares peace processes that had UN involvement to those that didn't. Michael Doyle and Nicholas Sambanis argue that each mission must be designed to fit the conflict, with the right authority and adequate resources. UN missions can be effective by supporting new actors committed to the peace, building governing institutions, and monitoring and policing implementation of peace settlements. But the UN is not good at intervening in ongoing wars. If the conflict is controlled by spoilers or if the parties are not ready to make peace, the UN cannot play an effective enforcement role. It can, however, offer its technical expertise in multidimensional peacekeeping operations that follow enforcement missions undertaken by states or regional organizations such as NATO. Finding that UN missions are most effective in the first few years after the end of war, and that economic development is the best way to decrease the risk of new fighting in the long run, the authors also argue that the UN's role in launching development projects after civil war should be expanded.

Satellites, aircraft, and ground sensors enable wider coverage of many areas, over longer periods of time, while decreasing intrusiveness.
