Book excerpt: Climate change is one of a few major factors that ensure the country will continue to struggle to supply its cities and industries and fields with enough water, particularly in the North, as well as face more frequent and longer droughts. The country has shown a stunningly agile disaster response system, but its system for disaster prevention and management is far less developed. The road to greater drought management and sustainable water supplies is demand management. How to achieve this in a historically hydraulic-engineering society is explored through the case study of Guiyang Municipality in Guizhou Province.

Download or read book Groundwater Management Practices written by Angelos N. Findikakis and published by CRC Press. This book was released on 2011-06-08 with total page 438 pages. Available in PDF, EPUB and Kindle. Book excerpt: Groundwater is an indispensable resource in many parts of the world, where it supports domestic water supply, irrigated agriculture and industry. Its increased, and often intensive, use during the last half century has created problems and raised concerns regarding the potential depletion of local aquifers, water quality degradation and various geologic hazards such as land subsidence and sinkholes. This volume includes contributions by experts from several countries who describe different groundwater management practices in their part of the world and discuss measures and actions in response to the challenges associated with the sustainability of groundwater use and the protection of the groundwater environment, as well as the evolution of legal and institutional framework needed for their implementation. It discusses past and present practices and various aspects of the regulatory and legal framework of groundwater management in Japan, China, India, Iran, Australia, the United States, Spain, Denmark, Switzerland and the European Union, and reviews recent efforts to improve the management of transboundary aquifer resources.

Book Synopsis Toward an Environmentally Sustainable Future by : Qingfeng Zhang
Download or read book Toward an Environmentally Sustainable Future written by Qingfeng Zhang and published by Asian Development Bank. This book was released on 2012-08-01 with total page 335 pages. Available in PDF, EPUB and Kindle. Book excerpt: This publication presents the results of a 2-year effort to update environmental assessment in the People's Republic of China (PRC). The research was a collaborative effort involving the Asian Development Bank (ADB), the Ministry of Environmental Protection, the National Development and Reform Commission, and numerous other technical and research institutions in the PRC. Based on this research and extensive consultations, ADB proposes a wide range of programs and policies that will help improve environmental quality despite new and emerging sources of pollution and challenges to natural resources management. Inclusive growth and a green economy are the government's guiding principles for its development agenda under the 12th Five-Year Plan and beyond to 2020. To support these principles, the PRC needs to restructure its economic and fiscal systems to reflect environmental externality, expand the use of market-based instruments to control pollution, and introduce and implement legal reforms to clarify responsibility and promote cooperation.

Book excerpt: Policy makers in the People's Republic of China have been experimenting with new approaches to environmental management, resulting in a wide array of policy and program innovations under the broad heading of eco-compensation. Many of these are market-based instruments, particularly payments for ecological services---currently an emerging policy debate regarding the extent to which beneficiaries should pay, and the providers should be compensated---for the provision of natural resources and environmental services to promote sustainable, balanced growth. These proceedings are a collection of papers presented at the International Conference on Payments for Ecological Services convened in Ningxia Hui Autonomous Region in September 2009 to support eco-compensation programs in the country.
Book Synopsis Greening Industries in Newly Industrializing Economies by : Peter Ho
Download or read book Greening Industries in Newly Industrializing Economies written by Peter Ho and published by Routledge. This book was released on 2014-02-25 with total page 225 pages. Available in PDF, EPUB and Kindle. Book excerpt: First published in 2006. Over the past decades, the world has witnessed the profound transformation of China, Vietnam, Taiwan and Singapore from impoverished developing regions into strong and internationally competitive economies. Also dubbed Newly Industrializing Economies (NIEs), it has become obvious that their rapid development has come at a price. Contrary to their economic successes, these NIEs have been much less successful in terms of ecological sustainability and environmental protection. A critical question in this respect is: how can the state effect the greening of industries and business without inhibiting economic growth? Some scholars have argued that NIEs are situated at an unique juncture: they have an unparalleled opportunity to ?nd different development paths and in so doing to provide models that other countries could follow. With the right policy mix, they might achieve rapid economic development while avoiding environmental degradation on the scale of that created by the United States, Europe-a Union member countries, and other earlier industrialized nations. “Doing it right the ?rst time” – by installing clean technologies and developing the capacity and the governance style to enforce environmental regulations – could lead to “leapfrogging” the development process, and building industrial economies that are both competitive and more sustainable than those economies with an older industrial base. This edited volume examines these issues through case-studies from China, Vietnam, Taiwan and Singapore. It is argued that the NIEs – ?rst and second generations alike – are not truly situated in a more favourable position that allows leapfrogging in the greening of industries. This book brings together a team of leading experts in their ? eld, ranging from development studies, sociology, political studies, and economics. It will be of interest to a wide readership of students and professionals concerned with development in contemporary Asia, with particular reference to environmental studies, industrial pollution control, social movements, and developmental state theory.

Book excerpt: This staff report on People’s Republic of China 2013 Article IV Consultation highlights macroeconomic developments and outlook. China has maintained robust growth since the global crisis, but the heavy reliance on credit and investment to sustain activity is raising vulnerabilities. The consequence is a steady build-up of leverage that is eroding the strength of the financial sector, local government, and corporate balance sheets. This is most apparent in the continued rapid expansion in total social financing. The development of nontraditional finance marks a shift to more market-based intermediation, and the migration of activity to less-regulated parts of the system poses risks to financial stability.
Book Synopsis Innovative China by : Development Research Center of the State Council
Download or read book Innovative China written by Development Research Center of the State Council and published by . This book was released on 2019 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: After more than three decades of average annual growth close to 10 percent, China's economy is transitioning to a 'new normal' of slower but more balanced and sustainable growth. Its old drivers of growth -- a growing labor force, the migration from rural areas to cities, high levels of investments, and expanding exports -- are waning or having less impact. China's policymakers are well aware that the country needs new drivers of growth. This report proposes a reform agenda that emphasizes productivity and innovation to help policymakers promote China's future growth and achieve their vision of a modern and innovative China. The reform agenda is based on the three D's: removing Distortions to strengthen market competition and enhance the efficient allocation of resources in the economy; accelerating Diffusion of advanced technologies and management practices in China's economy, taking advantage of the large remaining potential for catch-up growth; and fostering Discovery and nurturing China's competitive and innovative capacity as China approaches OECD incomes in the decades ahead and extends the global innovation and technology frontier.
