Available in PDF, EPUB and Kindle. Book excerpt: Chinese water resource managers face a challenge that is both immense and unique. They must balance limited water supplies against the needs of the world’s largest population; demands for rapid economic growth with calls for improved environmental management; and the desire for a market-based approach to the allocation of water with a history of State ownership and strict government control of all resources. In China, changes are occurring in water resources management that are representative of many of the fundamental changes occurring within Chinese society, on issues such as property rights, community participation, improved environmental management, and the shift towards market-based decision making. This book describes the development of a water rights system in the People’s Republic of China. It covers different aspects of water resources management in China – including water planning, the provision of environmental flows, urban water management, and irrigation district management – and examines how these are being addressed through a rights-based approach. The book includes several detailed examples of the Chinese application of water rights as they address the diverse challenges of different basins across China. This book previously appeared as a special issue of the International Journal of Water Resources Development.

Available in PDF, EPUB and Kindle. Book excerpt: This publication presents the results of a 2-year effort to update environmental assessment in the People's Republic of China (PRC). The research was a collaborative effort involving the Asian Development Bank (ADB), the Ministry of Environmental Protection, the National Development and Reform Commission, and numerous other technical and research institutions in the PRC. Based on this research and extensive consultations, ADB proposes a wide range of programs and policies that will help improve environmental quality despite new and emerging sources of pollution and challenges to natural resources management. Inclusive growth and a green economy are the government's guiding principles for its development agenda under the 12th Five-Year Plan and beyond to 2020. To support these principles, the PRC needs to restructure its economic and fiscal systems to reflect environmental externality, expand the use of market-based instruments to control pollution, and introduce and implement legal reforms to clarify responsibility and promote cooperation.

Moreover, an overview of the SI is included. The papers selected for publication in the SI include review and research papers on water history, on water management issues under water scarcity regimes, on rainwater harvesting, on water quality and degradation, and on climatic variability impacts on water resources. Overall, the issue identify and highlight the main challenges in water sector, and particularly in management and protection of water resources and in use of alternative (non-conventional) water resources, especially in areas with demographic change and climate vulnerability in order to achieve sustainable and secure water supply. Furthermore, general guidelines and possible solutions for an improved and sophisticated water management system are proposed and discussed, such as the adoption of advanced technological solutions and practices that improve water-use efficiency and the use of alternative water resources, to address the growing environmental and health issues and to reduce the emerging conflicts among water users.

Available in PDF, EPUB and Kindle. Book excerpt: Water-related conflicts have a long history and will continue to be a global and regional problem. Asia, with 1.5 billion of its people living in shared river basins, and with very few transboundary rivers governed by treaties, is especially prone to such conflicts. The key to mitigating transboundary water conflicts and advancing cooperation in Asia is largely in the hands of China, the upstream country for most of Asia’s major transboundary rivers. To avert the looming water crisis, apart from spending billions of dollars on domestic water transfer projects such as the South–North Water Diversion Megaproject, as well as on water conservancy and pollution abatement, China has sought to utilize the water resources of the major rivers that run across borders with neighbouring countries. On these transboundary rivers, China has built or plans to build large dams for hydroelectricity and major water diversion facilities, which has triggered anxiety and complaints from downstream countries and criticism from the international society. This book aims to systematically examine the complex reality of water contestations between China and its neighbouring countries. It provides a discussion on transboundary hydropolitics beyond the state-centric geopolitical perspective to dig into various political, institutional, legal, historical, geographical, and demographic factors that affect China’s policies and practices towards transboundary water issues. This book also provides a collection of comparative case studies on China’s water resources management on the Mekong River with other five riparian states in the Lower Mekong region: the Salween River with Myanmar, the Brahmaputra River with India, the Amur River with Russia and Mongolia, the Illy and Irtysh Rivers with Kazakhstann, and the Yalu and Tumen Rivers with North Korea. Furthermore, this book sheds light on China’s future role in global water governance.

Available in PDF, EPUB and Kindle. Book excerpt: This book looks into the increasing conflict between the demand of economic growth and the already fragile ecological system condition in China. The prolonged urbanization process has escalated the erosion of natural environments and is increasing energy consumption. China’s role as a “world plant” is also demanding more and more resource supply as well as energy consumption. This book argues that to correctly respond to these emerging issues, apart from upgrading industry and improves environmental protection techniques, China needs to establish an “ecological civilization” that provides an ideological basis for the construction of a green low-carbon model of economic growth.

Available in PDF, EPUB and Kindle. Book excerpt: River Restoration River restoration initiatives are now widespread across the world. The research efforts undertaken to support them are increasingly interdisciplinary, focusing on ecological, chemical, physical as well as societal issues. River Restoration: Political, Social, and Economic Perspectives provides a comprehensive overview of research in the field of river restoration in humanities and the social sciences. It illustrates how, in the last thirty years or so, such approaches have evolved and strengthened within the restoration sciences. The scientific community working in this domain has structured itself, often regionally and circumstantially, to critically assess and improve restoration policies and practices. As a research field, river restoration tackles three thematic axes: Human-river interactions – especially perceptions and practices of rivers, and how these interactions can be changed by restoration projects Political processes, with a particular interest in governance and decision-making, and a specific emphasis on the question of public participation in restoration projects Evaluation of the social and economic benefits of river restoration River Restoration: Political, Social, and Economic Perspectives encompasses these three topics, and more, to provide the reader with the most up-to-date and holistic view of this constantly evolving area. The book will be of particular interest to human and social scientists, biophysical scientists (hydrologists, geomorphologists, ecologists), environmental scientists, public policy makers, design or planning officers, and anyone working in the field of river restoration.
