Book excerpt: Decentralization in forest management policies started as a response to institutional malfunction; and during the last decade, institutional changes like people oriented forest management (PFM) paradigms have become major policy trends in many of the world's developing countries. This book first outline the different actors' involved in PFM process, and then explores the impacts of PFM on the livelihoods and poverty alleviation of forest dependent people. The overall livelihoods analysis revealed that PFMs are not sufficient to develop sustainable livelihoods of participants and conserve Sal forests. The book also analyzes the ability of agroforestry program towards poverty alleviation at local level and the results shows that agroforestry program alleviated 63.36% poverty compared to the previous situation of participants and 32.87% compared with control farmers. Finally, based on the overall findings and Indian experiences, it would be highly recommend promoting PFM program with proper government facilities and also empowering local community in which local people plays the central role in governing all of their development activities.

There is a need to empower communities living in and around forests, and to create ownership of the forests so that they can feel that the forests around them are by the community and for the community.

The rise of community forestry represents a means to address pressing environmental and economic issues such as deforestation, encroachment, and resource degradation. In theory, devolution or decentralization of rights, responsibilities, and authority from the state to forest communities should provide for increasing forest productivity, greater control over the resource, and more significant share of benefits. Subsequently, community forestry has become a popular concept in many countries of South Asia, Europe, and North America to ensure community sustainability in terms of environment, social, economic, and human capital aspects. Strategically, community forestry follows a robust participatory approach along with more integrated management processes. Consequently, community-based forest management (CBFM) strives to incorporate all stakeholders in participation and collaboration with a view to ensuring community existence and well-being of the local poorest people. Therefore, the general purpose of this research is to examin the integrating processes of stakeholders through participation and collaboration in communitybased forestry. In addition, I analyze issues of sustainability in communities and examine constraints that limit the processes of integration. I use a qualitative approach along with a case study as the strategy of inquiry in this research focusing on Comilla Sadar South Upazila (CSSU) located in Comilla district, Bangladesh. Data were collected through face to face interviews with semi-structured questionnaires and field notes following purposive sampling technique. The results of this study reveal that the main integration process in community forestry in CSSU are participation and collaboration. Hence, beneficiaries, Bangladesh Forest Department (BFD), and Union Parishad (UP) come together as leading actors through the participatory approach, but existing community forest management ignores the inclusion of NGOs and business entrepreneurs which are also main actors of this kind of integrated management process. However, BFD is working as the central administrative actor whereas beneficiaries work as a responsible actor to nurse and protect the forest resources. On the other hand, UP is pledged to provide various kinds of legal support in favor of community forestry. Furthermore, a significant number of respondents want to revive NGOs' involvement and to incorporate local business entrepreneurs in CBFM for logistic support. Stakeholders actively participate in CBFM in terms of sharing responsibilities like decision making, cost-sharing, motivation and coordination to make community forestry more efficacious. Furthermore, they collaborate with each other in maintaining communication, consensus building, and in learning processes that ensure accountability, equality, and efficiency. The practice of an integrated management approach contributes to community sustainability including environmental viability, stronger social networks, economic prosperity, and human capacity.While community forestry offers an alternative model of management, there are some crucial constraints that limit its success in Bangladesh, notably political influence, financial crisis, lack of professionalism, and syndicate culture. Nevertheless, the role of community forestry is praiseworthy in strengthening community sustainability.

Forest - a renewable resource is now under pressure because of its growing demand for the ever increasing human needs. Poor financing, bureaucracy, political instability, inappropriate policy instruments, missing participation, lack of fund and technical expertise and chain corruption are the identified causes of policy and management failure in forestry of developing countries. With regards to policy and sustainability measures so far achieved internationally, Bangladesh and other developing countries are still not in a position to accept and adopt those measures. Keeping all these issues in consideration a research effort has been made on participatory forestry in Bangladesh focusing on five specific aspects viz. i. review and analysis of Bangladesh forest policies, ii. international forestry development and its linkage with Bangladesh forestry paradigms, iii. historical perspectives of participatory forestry, iv. investment analysis of participatory forestry with a comparison to traditional forest plantation and v. role of participatory forest management in socio - economic development and poverty alleviation. In Bangladesh participatory forestry is becoming financially more attractive than traditional production forestry creating avenues for self reliance, women empowerment, social acceptance and decision making abilities of the grass root level people. We believe that that participatory forestry may serve as an important linkage between poor people, trees and forest agency to halt land encroachment and deforestation. As a pure applied research on forestry, this book can be a useful reference for further research on relevant fields providing clue for policy makers and professionals. 6. Brief author biography (up to 100 words). (included in the back cover) Dr. Nur Muhammed (1971) is a professional Bangladeshi forester with an experience of over thirteen years. His specialized field of research is forest policy analysis, socio-economics of social forestry, indigenous people, gender and livelihood issues. As a young researcher he has shown significant research promise that his major research works have been recognized by leading national and international refereed journals on forestry and environment. He is visionary to increase forest cover worldwide involving civil society under participatory approach where every stakeholder will share and nurture planning to execution going beyond bureaucracy. Prof. Dr. Masao Koike (1948) is the head of Forest Policy Laboratory in Shinshu University of Japan. Additionally, he has been acting as the head of the Department of Mountain and Environmental Science of the Interdisciplinary Graduate School of Science and Technology of this University since 2008. He is vastly knowledgeable and experienced with Forest Production and Utilization, Forest Policy, International Forestry Labor Theory and Practice, Lumber Market Theory, Socio-economics of Forestry especially, Participatory Social Forestry, Forestry Research and Forest Administration System for the 21st century. He is the co-author of a number of forestry books including the Forest Policy in Japan.
