Moreover, the Dutch pension system needs to adapt to the changing labor market landscape with an increasing share of workers in self-employment not covered by any pension arrangement. The government has proposed replacing collective defined-benefits schemes with personal accounts, and abolishing uniform premia and constant accrual rates. The micro-data analysis shows that allowing greater risk-taking and freedom of choice in managing pension savings could crowd self-employed into pension schemes.

At the same time, private pension participation among this group has fallen sharply, leading to increasing concern among policymakers about the preparedness for retirement of self-employed workers. This report documents and analyses private pension saving using administrative data that follows the UK self-employed population over the decade from 2005-06 to 2014-15. We focus on a particular subset of the self-employed population, namely the working-age long-term self-employed (defined as those aged 22-64 who have been self-employed with no employment income for at least 5 years). We use a data set of Self Assessment tax returns, which self-employed workers have to submit each year to HM Revenue and Customs. We first document how the characteristics of the working-age long-term self-employed have changed over this period. We then focus on trends in pension participation and contribution amounts for this group of workers.

This paper takes stock of the adequacy of the system and highlights its challenges. Chile’s defined contribution system was quite influential when introduced, and was taken as an example by other countries. However, it is now delivering low replacement rates relative to OECD peers, as its parameters did not adapt over time to changing demographics and global returns, while informality persists in the labor market. In the absence of reforms, the system’s inability to deliver adequate outcomes for a large share of participants will continue to magnify, as demographic trends and low global interest rates will continue to reduce replacement rates. In addition, recent legislation allowing for pension savings withdrawals to counter the effects from the COVID-19 pandemic, is projected to further reduce replacement rates and increase fiscal costs. A substantial improvement in replacement rates is feasible, via a reform that raises contribution rates and the retirement age, coupled with policies that increases workers’ contribution density.

Book excerpt: While economic growth has been sustained for a number of years in many countries in the Middle East and North Africa (MENA) region, this has not resulted in the creation of an adequate number of jobs and has succeeded, at best, in generating low-quality, informal jobs. While there is a great deal of heterogeneity across countries, informality in MENA is widespread, and some countries in the region are amongst the most informal economies in the world. The book looks at informality through a human development angle and focuses specifically on informal employment. In line with this approach, the working definition for informality adopted in the book is “lack of social security coverage” (usually understood as pensions, or if a pension system does not exist, as health insurance), which captures well the vulnerability associated with informal employment. Informal workers in MENA are generally engaged in low productivity jobs - more so than in comparator countries -, are paid less for otherwise similar work in the formal sector, and self-report low levels of satisfaction at work. Also, informal workers in MENA face important mobility barriers into formal employment and thus lack of social security coverage against health, unemployment, and old-age risks. Formal employment in the MENA region is strongly associated with public sector employment. Opportunities for formal employment in the private sector in the region remain very limited. The book identifies 5 strategic directions to promote long-term inclusive growth and formality, namely: (i) fostering competition; (ii) realigning incentives in the public sector; (iii) moving towards labor regulations that promote labor mobility and provide support to workers in periods of transition; (iv) enhancing the productivity of informal workers through training and skills upgrading; and (v) reforming existing social insurance systems and introduce new instruments for coverage extension. This book is addressed to policy makers, academics, and practitioners who wish to understand the phenomenon of informal employment, and policy options for promoting more inclusive and productive labor market opportunities.

It starts with a literature review to understand the major concepts of pension and informal sector.The study shows the structure and historical trends of informal sector employment in Rwanda and demonstrates the relationships between the size of informal sector and the coverage rate.The paper explains some achievements in term of approaches which have contributed in improving the coverage rate and highlights the challenges faced by Rwanda pension system in extending coverage. It provides also the empirical evidence as international experiences in extending coverage, to show that reducing the coverage gap is feasible by adopting some strategies applied in various countries.For better understanding and easy dissemination of these strategies, the latter were grouped in three categories, namely strategies based on selection of contributors in pension scheme, strategies based on relaxing traditional pension schemes for specific groups and strategies based on non-pension facilities and collection mechanisms of contributions.Finally, the study gives a set of six feasible strategies to extend coverage to informal sector and self employed in Rwanda, with reference of international experiences and the supporting evidences from the surveys I did to moto taxi drivers as a group of informal sector workers and to RSSB staff. The feasible strategies were put in two categories, namely pension scheme designing strategies and administration strategies.The study concludes with a recommendation, that the provided strategies should be translated in clear legal framework, and pension reform should be initiated with strong political will of the president of Republic for the success of the whole process starting by the designing of the pension system to the implementation. In this regard, a presidential commission for pension reform should be appointed by the President of the Republic to prepare an inclusive national pension act which will address all the challenges of the current pension system in general, and the non coverage of informal sector and self employed in particular.
