Book excerpt: The Pension Protection Fund offers protection to some 12.4 million pensioners in private sector defined benefit (often known as final salary) pension schemes should their employer become insolvent. The Fund currently manages its assets well and has not been exposed to severe losses in the recession. In 2008-09, the Fund's investments increased in value by 13.4 per cent. The Fund's standard investments saw a return of minus 3.4 per cent in 2008-09 (against the market average for the same combination of asset classes of minus 3.6 per cent). But, as the Fund's assets grow, the investment operation will require additional skills and the Fund should consider adapting its investment processes. The Fund's deficit increased during the recession - from £517 million in March 2008 to £1.2 billion in March 2009 - largely because of the combined deficit of the increased number of schemes being assessed on whether they should be transferred to the Fund. However, the value of the Fund's assets far outweighs its annual compensation payments: at the end of March 2009 its assets were £3.2 billion but its current compensation payments amount to £70 million a year. The Fund has developed a suitable model to assess future liabilities and this has proved resilient to a range of stress tests. The model's longer-term projections are sensitive to important assumptions, so the Fund should establish a framework for illustrating the sensitivity of output from its long-term risk model.

The authors assess the post-shock fiscal balances and debt outlook, and suggest ways for governments to clarify their strategies for maintaining fiscal solvency.

In the event of a vote for independence, there would be further consequences for the financial sector and for its customers which are analysed in the current paper. The most profound implication is that independence would create two separate financial jurisdictions: the continuing UK and a new, independent Scotland, which would require its own legal and regulatory framework. The competitiveness of Scotland's financial sector is aided by its location within the UK. Industry and international bodies view the UK as a strong tax and regulatory regime, building customers' and partner organisations' trust in UK financial firms. Being part of the UK helps support the Scottish financial services sector, which generates employment not just in financial services firms, but in the professional and other services that support the sector. Location in a larger economy also helps to reduce firms' cost of borrowing because markets perceive these firms as less of a risk. If Scotland became independent, this position would be called into question: The Scottish banking sector would be exceptionally large compared to the size of an independent Scotland's economy, making it more vulnerable to financial shocks than it is as part of the larger UK. There could be questions about an independent Scotland's ability to stabilise its banking system in the event of a future financial crisis

Book excerpt: The rise of populism across Europe and the US – first in the wake of the 2008 global financial crisis and then in the shape of Donald Trump’s presidential campaign and the Brexit vote in 2016 – are indicative of a seismic shift in the terrain of economic ideas in public discourse. Settled liberal norms concerning ever-increasing international market expansion, and the political integration required to sustain it, have been decisively upset by political forces that, whilst once on the fringes, now dominate economic debate. How might we make sense of this ideological breakdown and what might we hope for next? This book turns to the work of Karl Polanyi for answers, developing the expansive, historicised approach to political economy that Polanyi pioneered. Holmes provides a wide-ranging history of economic ideas read in terms of a series of hopeful theoretical visions of order, in which political, social and ecological contradictions could be transcended in one way or another. Through this, the book demonstrates that the failing utopian visions of pre-2008 economic orthodoxy, which have formed the backdrop to the rise of populism today, are only the latest in a series that stretches across economic thought in Western modernity as a whole.
