Book excerpt: Population ageing and slower economic growth have raised serious questions about the willingness and ability of governments to maintain current social policies. Within this new reality, discussions on the future of public pensions have been predominant in political debates across Europe. This book explains why certain countries have been able to radically transform their pension system while others have simply altered parameters. To answer this question an extensive comparative analysis, including more than 60 interviews, was conducted in Belgium, France, Sweden and the UK. This empirical data provides an interesting contrast between reforms. Parametric reforms have stemmed from the creation of pension administrations outside the traditional state apparatus in France and Belgium and the resulting inclusion of social partners; while the state administrations of Sweden and the UK where debates have been internalised have led to programmatic reforms. Two controversial findings of this book include an explanation for the lack of influence on the part of the labour movement in the 1994/98 Swedish reform and a rejection of arguments claiming that policy change will be minimal with coalition governments. Finally the conclusion seeks to extend the applicability of the model to other industrialized countries. This book will be of interest to students and scholars of public policy, specifically social policy, political economy, the welfare state and comparative politics.

Drawing on rich archival data that covers more than fifty years of American history, Michael A. McCarthy argues that the critical driver was policymakers' reactions to capitalist crises and their political imperative to promote capitalist growth.Pension development has followed three paths of marketization in America since the New Deal, each distinct but converging: occupational pension plans were adopted as an alternative to real increases in Social Security benefits after World War II, private pension assets were then financialized and invested into the stock market, and, since the 1970s, traditional pension plans have come to be replaced with riskier 401(k) retirement plans. Comparing each episode of change, Dismantling Solidarity mounts a forceful challenge to common understandings of America’s private pension system and offers an alternative political economy of the welfare state. McCarthy weaves together a theoretical framework that helps to explain pension marketization with structural mechanisms that push policymakers to intervene to promote capitalist growth and avoid capitalist crises and contingent historical factors that both drive them to intervene in the particular ways they do and shape how their interventions bear on welfare change. Mitchell Orenstein shows how transnational actors have driven change in a policy area once thought to be beyond reform in many countries, and how they have done so by deploying their unique resources and legitimacy to promote new ideas, recruit disciples worldwide, and provide a broad range of technical assistance to government reformers over the long term. He demonstrates that while domestic decision makers may retain veto power over these reforms--which replace traditional social security with individual pension savings accounts--transnational policy makers play the role of "proposal actors," shaping the information, preferences, and resources of their domestic clients. The book tells the overlooked story of the Townsend Plan--a political organization that sought to alleviate poverty and end the Great Depression through a government-provided retirement stipend of $200 a month for every American over the age of sixty. Both the Townsend Plan, which organized two million older Americans into Townsend clubs, and the wider pension movement failed to win the generous and universal senior citizens' pensions their advocates demanded. But the movement provided the political impetus behind old-age policy in its formative years and pushed America down the track of creating an old-age welfare state. Drawing on a wealth of primary evidence, historical detail, and arresting images, Edwin Amenta traces the ups and downs of the Townsend Plan and its elderly leader Dr. Francis E. Townsend in the struggle to remake old age. In the process, Amenta advances a new theory of when social movements are influential. The book challenges the conventional wisdom that U.S. old-age policy was a result mainly of the Depression or farsighted bureaucrats.
