Book excerpt: Vermeersch and Kremer examine the effects of subsidized school meals on school participation, educational achievement, and school finance in a developing country setting. They use data from a program that was implemented in 25 randomly chosen preschools in a pool of 50. Children's school participation was 30 percent higher in the treatment group than in the comparison group. The meals program led to higher curriculum test scores, but only in schools where the teacher was relatively experienced prior to the program. The school meals displaced teaching time and led to larger class sizes. Despite improved incentives, teacher absenteeism remained at a high level of 30 percent. Treatment schools raised their fees, and comparison schools close to treatment schools decreased their fees. Some of the price effects are caused by a combination of capacity constraints and pupil transfers that would not happen if the school meals were ordered in all schools. The intention-to-treat estimator of the effect of the randomized program incorporates those price effects, and therefore it should be considered a lower bound on the effect of generalized school meals. This insight on price effects generalizes to other randomized program evaluations. This paper--a product of the Poverty Reduction and Economic Management 2, Africa Technical Families--is part of a larger effort in the region to increase our understanding of the impact of programs aimed at reaching the Millennium Development Goals.

Book excerpt: Concerns about social image may negatively affect schooling behavior. We identify two potentially important peer cultures: one that stigmatizes effort (thus, where it is "smart to be cool") and one that rewards ability (where it is "cool to be smart"). We build a model showing that either may lower the takeup of educational activities when takeup and performance are potentially observable to peers. We design a field experiment allowing us to test whether students are influenced by these concerns at all, and then which they are more influenced by. We examine high schools in two settings: a low-income, high minority share area and a higher-income, lower minority share area. In both settings, peer pressure reduces takeup of an SAT prep package. We show that this is consistent with a greater concern for hiding effort in the lower-income school, and a greater concern with hiding low ability in the higher-income schools.

Quantitative methods tease out cause, effect, and spuriousness in the relationship between peer delinquency and personal delinquency, but these methods do little or nothing to reveal how and why peers might influence each other toward--or away from--deviance. Costello and Hope take a first step toward uncovering the mechanisms of peer influence, drawing on quantitative and qualitative data collected from two convenience samples of university students. Their quantitative analyses showed that positive peer influence occurs most frequently among those who associate with the most deviant peers and self-report the most deviance, contrary to predictions drawn from social learning theories. Their qualitative data revealed a variety of methods of negative influence, including encouraging deviant behavior for others' amusement, a motive for peer influence never before reported in the literature.
