Book excerpt: This report describes two related studies intended to address double-lane roundabout accessibility issues for visually impaired pedestrians. The first study was conducted on a closed course to evaluate the feasibility of a pavement treatment to alert blind pedestrians when vehicles have yielded to them. The second study examined drivers' yielding behavior at a two-lane roundabout and the effectiveness of the same roadway treatment in an operational environment. In the first study, there were two experimental conditions: a control condition and a treatment condition in which rumble strip-like devices were placed on the roadway surface. Seven individuals who have severe visual impairments participated. Participants stood at a crosswalk and used hand signals to indicate when they detected vehicles stopping or departing after a stop. Compared to the control condition, the sound strips treatment increased the probability of detecting stopped vehicles, and decreased by more than a second the amount of time needed to make a detection; however, the treatment did not reduce approaching the crosswalk. The second study was an experiment conducted at an operating roundabout. In that environment the rumble strip-like treatment was not effective, probably because the majority of vehicles stopped in the circular roadway before crossing over the rumble strips. A Yield to Pedestrians, State Law sign that was placed in the roundabout exit between the two travel lanes resulted in an increase in drivers' yielding from 11 percent of vehicles in the control condition to 16 percent in the experimental condition. It was concluded that the treatments explored in these studies do not appear promising for double-lane roundabouts, but should be explored further to see if they might work at single-lane crossings.

Book excerpt: The Access Board, with authority to enforce provisions of the American Disabilities Act (ADA), initially determined that roundabouts are not accessible by blind pedestrians and drafted proposed guidelines to require pedestrian signals at all roundabouts. More recently, the Access Board proposed final guidelines requiring pedestrian signals at all roundabouts with two or more lanes. It is possible that if these guidelines become Federal regulations through the Federal rule making process, and low-cost pedestrian signals are not developed, the growth of roundabouts could diminish greatly throughout Kansas and the USA. This will, in effect, deny motorists and public transportation organizations a safe, cost-effective means of intersection traffic control which potentially could result in many lives not saved and injuries not prevented. It has been projected that when stop controlled and signal controlled intersections are replaced by roundabouts there is a 76% reduction in injury crashes and a projected 90% decrease in fatalities. Kansas has been a national leader in design and construction of roundabouts and Kansas motorists would suffer a loss of these safety benefits if roundabout growth were slowed or halted. Roundabouts also have proven benefits in reduction of intersection delay and stopping as well as reduction in air pollution. These benefits could be lost or diminished as well.

TOD has many potential benefits for cities and regions, and is considered a critical element in reshaping sprawling car-dependent urban regions into denser regions built around transit corridors. However, it is not a magic bullet solution for metropolitan transportation problems: challenges persist, such as displacement of local residents and regulatory barriers. How has TOD been successfully implemented? How can we integrate the positive aspects of TOD while minimizing its negative impacts? This book presents a study conducted at the University of Amsterdam, exploring 11 international case studies, including a meta-analysis, rough set analysis and policy transfer workshops. The authors discuss the findings and present solutions to persistent challenges to transit-oriented development. Additional literature on eTOD (equitable TOD) strategies, as a fundamental component of planning for regional transportation, shows that these approaches can result in more collaborative processes, community-led development that minimizes the negative impacts of transportation infrastructure. As our Dutch colleagues stated, TOD can be considered a policy concept that can be used as a story to unite people.

Pedestrian user experience in this study is measured by way of studying driver-yielding rates toward pedestrians at Minnesota roundabout crossings, pedestrian infrastructure design, and pedestrian behavior characteristics at Minnesota roundabout crossing treatments. To gather roundabout candidates for this study, a survey was conducted with Minnesota city and county engineers, as well as with the project Technical Advisory Panel members. Fifteen roundabouts were shortlisted for conducting field observations followed by installing multiple cameras at each roundabout. Eight roundabout locations were shortlisted for conducting case studies and in-depth analysis to study pedestrian user experience. Case study findings have shown that when compared to multi-lane roundabouts, single-lane roundabouts performed well in terms of driver vehicle-yielding rates toward pedestrians. Use of rectangular rapid flashing beacons (RRFBs) at pedestrian crossings has shown better driver-yielding rates while in-roadway signs have shown satisfactory results. Based on the knowledge gathered from previous research by way of literature review combined with Minnesota roundabouts studied in this research effort, a guidance document was developed to help city and county engineers enhance pedestrian user experience at Minnesota roundabouts.
