Book excerpt: This book brings together the research into regional development and social change carried out in highland Peru by a team of British and Latin American social anthropologists and sociologists. The area studied—the Mantaro Valley of central Peru—is one of the most densely populated and economically differentiated of highland zones; it is also notable for its community-based forms of cooperation and its high level of peasant political activity. The book presents a series of case studies that examine cooperative forms of organization in relation to developments in the regional economy and to changes in national policy. The analysis attempts to avoid interpreting local processes merely as responses to externally initiated change. It stresses instead the need to consider the interplay of local and national forces, because local groups and processes themselves affect the pattern of regional and national development. The case studies cover a range of political and economic topics, from peasant movements to the achievements and shortcomings of government-sponsored agricultural and manufacturing cooperatives. The concluding chapter, by the editors, explores the theoretical implications of these studies.

In a variety of contextually-specific discursive forms, the 'old' populism of the 1890s and the nationalism and fascism in Europe, America and Asia during the 1920s and 1930s were all informed by the agrarian myth. The postmodern 'new' populism and the 'new' right, both of which emerged after the 1960s and consolidated during the 1990s, are also structured discursively by the agrarian myth, and with it the ideological reaffirmation of peasant essentialism.

The author carries out a comparison of contemporary practices in communities that vary systematically along certain dimensions. He analyzes the communities’ similarities and differences in hydraulic organization, landscaping, water use, and other variables. Strikingly diverse patterns appear in local practice, which prove to be the key to unraveling the area’s history. The book concludes by describing the recent intensification of a water conflict. This struggle between peasants and former landlords ultimately led villagers to rise up against the national government. The story culminates in the violent intrusion of the revolutionary group known as Shining Path.
