Book excerpt: Pursuant to a congressional request, GAO reviewed U.S participation in the Multinational Force and Observers (MFO), focusing on: (1) U.S. contributions to MFO and measures taken to reduce MFO costs; (2) the operational impacts of U.S. participation in MFO; (3) the Department of State's oversight of U.S. participation in MFO; and (4) views of MFO performance and lessons learned. GAO found that: (1) the United States provides one-third of MFO operating expenses and the largest military contingent; (2) while U.S. annual assessments of MFO operating costs have steadily declined since 1989, the Department of Defense's (DOD) costs have increased, mainly due to salary increases; (3) Army operations have been impacted by the cumulative effects of DOD contingency efforts, but opportunities may exist to reduce the impact by reducing the number of logistical troops and using reserve forces; (4) despite MFO operational success and its ability to reduce certain costs, State needs to improve its oversight of U.S. participation in MFO because of inadequate internal controls and auditing procedures and the quality of its reporting to Congress; and (5) State and international officials view MFO as an operationally effective peacekeeping operation that has helped sustain peace between Egypt and Israel since 1982, while DOD views MFO as a limited operation that is not applicable to more hostile peacekeeping environments.

Book excerpt: The United Nations (UN) supports U.S. interests in maintaining international security by deploying and operating 16 peacekeeping operations in locations in conflict, including Darfur, Lebanon, and Haiti. Over the past 10 years, the number of deployed UN personnel increased from about 41,000 peacekeepers and civilian staff to about 109,000 in 2008. In this report on the UN's capacity to deploy further operations, GAO was asked to examine (1) the evolution of UN peacekeeping operations in the past 10 years; (2) the likely characteristics of a potential new peacekeeping operation, given this evolution; (3) the challenges, if any, the UN would face deploying this operation; and (4) U.S. efforts to support and report on UN peacekeeping. GAO reviewed UN documents, developed a methodology to assess the requirements for a potential new operation with UN assistance, interviewed UN headquarters and mission officials, and assessed U.S. government documents on UN peacekeeping. To ensure Congress has the information needed to consider U.S. budget and other requests for peacekeeping, GAO recommends that the Department of State (State) include in its reporting to Congress information about UN challenges and gaps in obtaining resources needed to carry out peacekeeping. In response to State's comment that GAO should not specify the reports in which this information should be provided, GAO modified the recommendation. The UN concurred with the conclusions of the report.

The Sinai Desert has been peaceful for twenty-five years. The U.S. commitment of forces to the Multinational Force and Observers (eleven-nation Sinai peacekeeping force) may preclude commitment of combat-ready forces to an area where there is a greater need for U.S. presence. This study examines the MFO from U.S., Israeli, and Egyptian perspectives and concludes that: (1) Israel's improved security posture should encourage acceptance of a change; (2) Egypt combines a desire for a smaller peacekeeping force with a recent history and propensity for peace; and (3) that there is a need for the U.S. to change its commitment. Analysis shows the current MFO is ill suited to conduct explicit and implicit missions. The study concludes that the U.S. should immediately begin talks with Israel, Egypt, and the United Nations with the objective of modernizing the MFO. Modernization should include: (1) making the MFO a UN peacekeeping organization to strengthen its legitimacy; (2) withdrawing the U.S. Infantry Battalion; (3) retracting the MFO occupied portion of southern Zone C; and (4) increasing the size and function of the Civilian Observer Unit.
