Book excerpt: This valuable text considers methods of terminating wars with and without treaties of peace, and also offers a study of the methods of negotiation, the drafting of treaties and the nature of treaties of peace. Reprint of the sole edition (1916). "It would obviously not be useful to attempt here anything like an inventory or abstract of the contents of a book which is not an argumentative treatise but a storehouse of precedents, and whose value depends on the details being ample and fully verified. Enough to say that it will be of the greatest use to diplomatists and publicists at that uncertain date which will be fixed, the sooner the better, by the definite victory of the Allies."- Law Quarterly Review 33 (1917) 100 Coleman Phillipson [1878-1945], a barrister of the Inner Temple, was the editor of Wheaton's Elements of International Law 5th edition (1915) and the author of numerous titles including International Law and the Great War (1915, reprinted by The Lawbook Exchange 2005) and The International Law and Custom of Ancient Greece and Rome (1911). Book excerpt: John Maynard Keynes, then a rising young economist, participated in the Paris Peace Conference in 1919 as chief representative of the British Treasury and advisor to Prime Minister David Lloyd George. He resigned after desperately trying and failing to reduce the huge demands for reparations being made on Germany. The Economic Consequences of the Peace is Keynes' brilliant and prophetic analysis of the effects that the peace treaty would have both on Germany and, even more fatefully, the world.

Book excerpt: The bloody conflicts of the past decade have focused international attention on the strategic role of the media in promoting war and perpetuating chaos. Written against this backdrop, Forging Peace brings together case studies and legal analysis of the steps that the United Nations, NATO, and other organizations have taken to build pluralist and independent media in the wake of massive human rights violations. It examines current thinking on the legality of unilateral humanitarian intervention, and analyzes in graphic detail the pioneering use of information intervention techniques in conflict zones, ranging from full-scale bombardment and confiscation of transmitters to the establishment of new laws and regulatory regimes. With its focus on the role of media in preventing human rights violations, Forging Peace will influence policy and debate for years to come.

Book excerpt: Customary International Humanitarian Law, Volume I: Rules is a comprehensive analysis of the customary rules of international humanitarian law applicable in international and non-international armed conflicts. In the absence of ratifications of important treaties in this area, this is clearly a publication of major importance, carried out at the express request of the international community. In so doing, this study identifies the common core of international humanitarian law binding on all parties to all armed conflicts. Comment Don:RWI.

Book excerpt: Encyclopedia of Public International Law, 3: Use of Force, War, and Neutrality Peace Treaties (A-M) focuses on hostile inter-State relations and associated questions, including the use of force, war, neutrality, and peace treaties. The publication first elaborates on the Munich Agreement, mines, militias, military reconnaissance, objectives, necessity, government, and forces abroad, mercenaries, liberation movements, land warfare, intervention, international military force, indiscriminate attack, and the Kellogg-Briand Pact (1928). The text then ponders on humanitarian law and armed conflict, flags and uniform in wars, enemies and enemy subjects, disarming of belligerents by neutrals, demarcation line, deserters, economic warfare, combatants, contributions, and contraband. The book examines collective punishment, measures, security, and self-defense, boundary settlements between Germany and her western neighbor states after World War II, bombardment, armistice, arms control, Asama Maru incident, air warfare, and alliance. The text is a vital source of data for researchers interested in the use of force, war, and neutrality peace treaties.

Available in PDF, EPUB and Kindle. Book excerpt: For most Americans, the Revolution’s main achievement is summed up by the phrase “life, liberty, and the pursuit of happiness.” Yet far from a straightforward attempt to be free of Old World laws and customs, the American founding was also a bid for inclusion in the community of nations as it existed in 1776. America aspired to diplomatic recognition under international law and the authority to become a colonizing power itself. As Eliga Gould shows in this reappraisal of American history, the Revolution was an international transformation of the first importance. To conform to the public law of Europe’s imperial powers, Americans crafted a union nearly as centralized as the one they had overthrown, endured taxes heavier than any they had faced as British colonists, and remained entangled with European Atlantic empires long after the Revolution ended. No factor weighed more heavily on Americans than the legally plural Atlantic where they hoped to build their empire. Gould follows the region’s transfiguration from a fluid periphery with its own rules and norms to a place where people of all descriptions were expected to abide by the laws of Western Europe—“civilized” laws that precluded neither slavery nor the dispossession of Native Americans.
