Book excerpt: En 2022, le Programme d'acquisition de connaissances sur les eaux souterraines (PACES) aura conduit à la réalisation d'une vingtaine de projets permettant d'obtenir un portrait régional de cette ressource sur l'ensemble du Québec municipalisé. En dépit de ces connaissances, l'expérience démontre que peu d'acteurs régionaux ont intégré les eaux souterraines dans leurs documents de planification. Ainsi, l'un des objectifs du projet PACES Estrie (2018-2022) consistait à développer une démarche pour impliquer les acteurs de l'eau dans l'élaboration d'un plan d'action devant être intégré dans le plan directeur de l'eau (PDE) de deux organismes de bassins versants (OBV). La démarche comportait 17 entrevues avec des municipalités et municipalités régionales de comté (MRC) ainsi que trois ateliers collaboratifs avec divers acteurs de l'eau. Les entrevues avaient pour objectif de comprendre les contextes de décision en matière d'aménagement du territoire. Les ateliers prévoyaient un bref transfert de connaissances sur l'enjeu abordé suivi d'échanges entre experts et acteurs afin de dégager des actions envisageables relatives à l'enjeu pour le plan d'action. Pour s'assurer de maximiser les échanges, la démarche a ciblé les acteurs-clés, a misé sur des enjeux correspondant à leurs préoccupations et s'est servi d'indicateurs pour faciliter la compréhension de ces enjeux. Les entrevues et ateliers ont permis de dégager de nombreux constats qui ont conduit à l'élaboration du plan d'action. L'analyse des constats met en évidence un ensemble d'obstacles auxquels les acteurs de l'eau sont confrontés dans l'intégration des eaux souterraines dans leurs documents de planification. À la racine du problème se situe une série de manques au niveau du cadre québécois de gestion intégrée de l'eau par bassin versant (GIEBV). L'étude présente 13 pistes de solution pour combler ces manques. Celles-ci portent sur la sensibilisation des élus et citoyens, la gouvernance de l'eau, le transfert et l'échange de connaissances, le suivi des enjeux régionaux et enfin le besoin d'incitatifs financiers pour supporter la réalisation de projets locaux.
