But, in order that everything possible may be done to avoid these evils in the future, it is necessary that those who influence the opinion of the various nations should have a clear apprehension of all the means which are available for the preservation of peace, and, at the same time, that they should appreciate the danger of placing excessive reliance upon the efficacy of any particular measure. At present there appears to be a disposition on the part of many generous minds to believe that the formation of a League of Nations for the purpose of preventing wars will in itself result in the practical maintenance of general peace. It certainly, indeed, seems probable that a confederacy of this kind, which has been advocated by several great thinkers in the course of the last few centuries, will be actually established at no distant date. Available in PDF, EPUB and Kindle. Book excerpt: THE disputes arising among those who are held together by no common bond of civil laws to decide their dissensions, like the ancient Patriarchs, who formed no national community, or the numerous, unconnected communities, whether under the direction of individuals, or kings, or persons invested with Sovereign power, as the leading men in an aristocracy, and the body of the people in a republican government; the disputes, arising among any of these, all bear a relation to the circumstances of war or peace. But because war is undertaken for the sake of peace, and there is no dispute, which may not give rise to war, it will be proper to treat all such quarrels, as commonly happen, between nations, as an article in the rights of war: and then war itself will lead us to peace, as to its proper end. In treating of the rights of war, the first point, that we have to consider, is, what is war, which is the subject of our inquiry, and what is the right, which we seek to establish. Cicero styled war a contention by force. But the practice has prevailed to indicate by that name, not an immediate action, but a state of affairs; so that war is the state of contending parties, considered as such. This definition, by its general extent, comprises those wars of every description, that will form the subject of the present treatise. Nor are single combats excluded from this definition. For, as they are in reality more ancient than public wars, and undoubtedly, of the same nature, they may therefore properly be comprehended under one and the same name. This agrees very well with the true derivation of the word. For the Latin word, Bellum, WAR, comes from the old word, Duellum, a DUEL, as Bonus from Duonus, and Bis from Duis. Now Duellum was derived from Duo; and thereby implied a difference between two persons, in the same sense as we term peace, UNITY, from Unitas, for a contrary reason. So the Greek word, polemos, commonly used to signify war, expresses in its original, an idea of multitude. The ancient Greeks likewise called it lye, which imports a DISUNION of minds; just as by the term dye, they meant the DISSOLUTION of the parts of the body. Nor does the use of the word, WAR, contradict this larger acceptation of it. For though some times it is only applied to the quarrels of states, yet that is no objection, as it is evident that a general name is often applied to some particular object, entitled to peculiar distinction. Justice is not included in the definition of war, because the very point to be decided is, whether any war be just, and what war may be so called. Therefore we must make a distinction between war itself, and the justice of it.

Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Peace and War in Europe Fundamentally, therefore, the two questions that are pressing upon me, as upon all of you, are, What is our duty during the war? What is our duty in the making Of peace? In the simplest language, I may say that our duty during the war is to make war Victoriously; our duty in the making of peace, to make peace permanently. This, however, only provokes the further question, How can we make war victoriously? How can we make peace permanently? The first of these questions is essen tially one for the naval and military chiefs, and for the financial and diplomatic heads of the State. The second one is emphatically a question for the historian and the sociologist, and to deal with it demands that preliminary scientific study of the forces for war and peace which I have desired to take part in. The forces that work for war or for peace between nations seem to me to be capable of being classified under four different heads. Firstly, there are the biological forces which generated wars in early times, and which, to a certain extent, underlie war in the present day; and the somewhat cognate economic forges which are brilliantly but not adequately dis cussed by Mr. Norman Angell in The Great Illusion. Secondly, there are forces arising out of conflicts of religions, and out of the inculcation Of militarist and warlike ideals in the name Of religion. For America has lost her isolation. She has become a world-power. Our economic relations are as wide as the world. The peace which follows will determine our foreign policy. It will make for permanent peace or it may lay the mines of future wars. Previous peace settlements have been interim arrangements negotiated by the ruling classes. They have been truce agreements. War has, in fact, been continuous. At times it was a war of diplomacy. At intervals it became armed conflict. But in some form or other Europe has been at war for the last fifty years. The conflict was not always between the same Powers. Alliances shifted. The points in dispute were often far apart.
