As an integral element to this system, Pavement Condition Index (PCI) prediction models have been formulated for rigid flexible pavements. The purpose of this thesis was to evaluate the PCI prediction model for rigid Air Force airfield pavements. The model was tested using a new data base, from which it was determined that the predicted PCI values correlated fairly closely with the actual measured PCI values. The model was determined to be a reasonable predictor of the condition of rigid airfield pavements.

Book excerpt: The U.S. Army Construction Engineering Research Laboratory (CERL) is in the process of developing a comprehensive pavements maintenance management system for the Air Force. A major step in the development was the development of models capable of predicting the future Pavement Condition Index (PCI) of a pavement feature, based on environmental and situational variables. These models are still considered tentative. The purpose of this thesis was to evaluate the current model proposed for predicting the PCI in flexible airfield pavements. The current model was found to be based on a statistically questionable change in the data. The current model was reaccomplished using a more accepted practice. The reaccomplished model was evaluated against a new data base and found to reasonably predict the PCI. The new and existing data was then combined, the model again was reaccomplished, and improvements noted. Two models were developed that show the possibility of interaction among the variables and the presence of nonlinear relationships. Finally, a model was developed, based on only the new data, which predicts the PCI very accurately for pavement on the base from which the data was gathered. This research should supplement CERL efforts to validate their models. (Author).

Book excerpt: This report documents the results of a field study conducted to evaluate the use of the Pavement Condition Index (PCI) on porous friction surfaces (PFS). Pavements at seven landing field installations using PFS were studied. Results showed that the major problems on this type of surface were: (1) deterioration of underlying asphalt concrete material due to stripping of the asphalt binder; (2) delamination due to loss of bond between the PFS and underlying layer and (3) raveling/weathering due primarily to jet blast. Based on the findings of this study, several modifications were recommended for incorporation into current procedures for evaluating and managing PFS pavements: (1) Modify severity-level definitions for longitudinal/transverse cracks and for raveling/weathering; (2) Rate low severity dense-graded patches as medium-severity; (3) Use a surface treatment of asphaltic material if permeability loss is more than half the original; (4) Develop a nondestructive test to locate areas of delamination; (5) Modify the PCI of older PFS pavements carefully to document when failures occur; and (6) Collect all available PCI and construction date information for PFS pavement and use it to develop a PCI Time Chart.

Book excerpt: Evaluation of pavement condition is the principle source of information for the effective management of the road network for local and state transportation agencies. However, transportation agencies in the United States are using different pavement rating systems to evaluate their pavement condition. The data collection system, measurement units, and calculation techniques have been modified and updated by several states to incorporate new technological development with time. Several transportation agencies are willing to update their old pavement rating systems while others elected to gradually switch to more accurate rating systems. This study focuses on the potential enhancements on the Pavement Rating Index (PRI) used by Nevada Department of Transportation (NDOT) to make it more consistent with nationally applied systems such as the Pavement Condition Index (PCI) developed by U.S. Army Construction Engineering Research Laboratory. Pavement condition data that were utilized to calculate PRI over the last 15 years were converted into PCI compatible format using a suitable conversion technique. Estimated PCI values were plotted against the corresponding PRI value showed moderate correlation with R2 value of 0.56. The current PRI system was then enhanced to eliminate some of its deficiencies. The statistical relationship between the enhanced PRI and PCI showed improved correlation with R2 value of 0.75. The study concluded that a successful correlation between the PRI system and the PCI system can be achieved in Nevada while maintaining the use of the historical pavement condition data. This study also suggests using a recommended PRIr system which adds the impact of roughness and friction onto the enhanced PRI system. Finally, this study compares the road maintenance strategies suggested by the current PRI system and the PRIr system with the time based schedule and the actual activities applied on the pavement section. This comparison concluded that, while both the PRI and PRIr systems show good correlations with the time based schedule and actual activities for assigning preventive and corrective maintenance strategies, the PRIr system showed improved correlations with the time based schedule and actual activities for assigning the overlay strategy. The PRIr system is recommended for implementation by NDOT due to its consistency with national systems (i.e., PCI) and its superior correlations with time based schedule and actual activities for overlays which leads to significant savings of rehabilitation funds.

The proposed 100-scale system is based on five individual indices derived from specific distress data and pavement properties, and an overall pavement condition index, PCI-2, that combines individual indices using weighting factors. The different indices cover cracking, ride, rutting, faulting, and friction. The Cracking Index is formed by combining cracking data (transverse, longitudinal, wheel-path, and alligator cracking indices). Ride, rutting, and faulting indices utilize the International Roughness Index (IRI), rut depth, and fault height, respectively.
