Available in PDF, EPUB and Kindle. Book excerpt: A large percentage of workers and firms operate in the informal economy, outside the line of sight of governments in emerging market and developing economies. This may hold back the recovery in these economies from the deep recessions caused by the COVID-19 pandemic--unless governments adopt a broad set of policies to address the challenges of widespread informality. This study is the first comprehensive analysis of the extent of informality and its implications for a durable economic recovery and for long-term development. It finds that pervasive informality is associated with significantly weaker economic outcomes--including lower government resources to combat recessions, lower per capita incomes, greater poverty, less financial development, and weaker investment and productivity.

Available in PDF, EPUB and Kindle. Book excerpt: This landmark volume brings together leading scholars in the field to investigate recent conceptual shifts, research findings and policy debates on the informal economy as well as future challenges and directions for research and policy. Well over half of the global workforce and the vast majority of the workforce in developing countries work in the informal economy, and in countries around the world new forms of informal employment are emerging. Yet the informal workforce is not well understood, remains undervalued and is widely stigmatised. Contributors to the volume bridge a range of disciplinary perspectives including anthropology, development economics, law, political science, social policy, sociology, statistics, urban planning and design. The Informal Economy Revisited also focuses on specific groups of informal workers, including home-based workers, street vendors and waste pickers, to provide a grounded insight into disciplinary debates. Ultimately, the book calls for a paradigm shift in how the informal economy is perceived to reflect the realities of informal work in the Global South, as well as the informal practices of the state and capital, not just labour. The Informal Economy Revisited is the culmination of 20 years of pioneering work by WIEGO (Women in Informal Employment: Globalizing and Organizing), a global network of researchers, development practitioners and organisations of informal workers in 90 countries. Researchers, practitioners, policy-makers and advocates will all find this book an invaluable guide to the significance and complexities of the informal economy, and its role in today’s globalised economy. Available in PDF, EPUB and Kindle. Book excerpt: This book examines the transition, transformation and future of the informal sector, informal work and informal workers in India from the perspectives of development economics as well as those of international organisations. Though the informal sector has a long tradition in India, it has been transformed in the wake of neoliberal economic policy. The sector took on new prominence in the 1980s, and has since grown much stronger and established itself as the country’s dominant sector. Several reports on the informal sector appeared during this period, and the status of the sector in India is positioned in the context of this international scenario. The major debate concerns the definition of this sector. While international labour statisticians had suggested a mechanism of definition and measurement of the sector, Indian official statistics took a different approach. The book analytically elaborates the different definitions and measurement controversies in different countries and contextualises the official Indian position. While deliberating on the size, contribution, productivity, and potential of the informal sector, the heterogeneity and decomposition of the sector with respect to these aspects are also suggested. The book develops a political economic interpretation of the historical transition of the informal sector in India, employing heterodox economics as a theoretical basis, with a critical note on standard neoclassical economic analysis. The final part of the book focuses on understanding the development of capitalism in the country under neoliberalism, as that development is crucial to understanding the informal sector in any country, and particularly in India. In the current context, the volume will be of great relevance to researchers, non-government organizations, policy makers and international organisations working on the topic.

Book excerpt: The worlds developing countries will be experiencing massive increases in their urban populations over the 21st century. If managed intelligently and humanely, this growth can pave the way to sustainable development; otherwise, it will favour higher levels of poverty and environmental stress. The outcome depends on decisions being made now.The principal theme that runs through this volume is the need to transform urbanization into a positive force for development. Part I of this book reviews the demography of the urban transition, stressing the importance of benefi cial rural-urban connections and challenging commonly held misconceptions. Part II asks how urban housing, land and service provision can be improved in the face of rapid urban expansion, drawing lessons from experiences around the world. Part III analyses the challenges and opportunities that urbanization presents for improving living environments and reducing pressures on local and global ecosystems. These social and environmental challenges must be met in the context of fast-changing demographic circumstances; Part IV explores the range of opportunities that these transformations represent. These challenges and opportunities vary greatly across Africa, Asia and Latin America, as detailed in Part V.Published with IIED and UNFPA

Book excerpt: This handbook presents a cost-effective and reliable data collection strategy for measuring and analyzing informal employment and the informal sector. The cornerstone of this methodology is a version of the mixed survey that is anchored to the Labor Force Survey conducted regularly by developing countries. The Handbook draws from experience in the implementation of the mixed survey in Armenia, Bangladesh, and Indonesia under regional technical assistance 6430: Measuring the Informal Sector. It discusses viable methodologies and processes by which data collected from the mixed survey can be utilized to generate statistics on informal employment and the informal sector. The empirical evidence that will be produced can solidify the efforts on these topics, from research to policy making.
