Book excerpt: The study assesses the pattern of disparities in socio-economic development at the district level in India applying the Wroclow Taxonomic technique (following Ewusi. Social Indicators Research 3(1) 75-110, 1976, and Arief. Social Indicators Research 11(3) 259-267, 1982) based upon optimal combination of selected socio-economic development indicators. In order to get a clear picture of regional socio-economic disparities in India, the level of development is assessed separately for agriculture, industrial and infrastructural sectors and the districts are classified into four development categories according to the values of the constructed development index. For bringing about uniform regional development and improving the quality-of-life, model districts for disadvantaged districts have been identified and potential targets for various social amenities have been estimated. An attempt has also been made to compare the levels of socio-economic development among various regions in India. The constructed socio-economic development index shows that India's Southern region is far more and symmetrically developed in comparison of Central and Northern regions. The results show that wide disparities in the level of socioeconomic development exist among different districts within and between different regions of India. The level of development in infrastructural service sector is found to be positively and statistically significantly associated with the overall socio-economic development indicating that the growth and progress of the sectors have been going hand in hand in the country. The results show that in Northern and Central regions of India the level of industrial development does not significantly influence the agricultural and overall socio-economic development while agricultural development influences overall socio-economic development. The study suggests that low developed districts require improvement in most of the indicators for enhancing their levels of overall socio-economic development.

Book excerpt: Regional imbalances in a country may be natural due to unequal distribution of natural resources and/or man-made in the sense of neglect of some regions and preference for others for investment and infrastructural facilities. India's successive Five Year Plans have stressed the need to develop backward regions of the country. In promoting regional balanced development, public sector enterprises were located in backward areas of the country during the early phase of economic planning. In spite of pro-backward areas policies and programmes, considerable economic and social inequalities exist among different States of India, as reflected in differences in per capita State Domestic Product. While income growth performance has diverged, there is welcome evidence of some convergence in education and health indicators across the states. This book contains 14 research papers authored by experts on the subject. They provide deep insights into the various dimensions of inter-state and intra-state economic and social inequalities in India.

Book excerpt: India celebrated sixty years of independence on 15 August 2007. There have been several achievements and failures in economics and social development during this period. "There remain concerns regarding the agriculture sector, poverty reduction, employment generation, social sector development, reduction in regional disparities and protection of the environment. This volume comprising six section tries to address these issues. "The study begins with the theme Revisiting the State: New Forms of Governance. The paper under this theme has tried to bring out what groups are excluded or included in the urban governance of negotiated spaces'. Next them is on Public-private Partnerships in Basic Service Delivery: Impacts on the Poor. In the light of state's withdrawal from various public enterprises, the public partnership has occupied an important position and some of these public-private partnerships are discussed under the theme. India's current impressive economic growth is largely from the service sector and the inequalities in accessing these new employment opportunities are discussed under the theme. Access to Public and Corporate Sector Employment: Rural and Urban Dynamics. Under the next theme Uneven Economic Growth and Environmental Implications, the impact of uneven growth on environment and other natural resources are discussed. Though enough democratic space is created for Women participation, the research papers clearly show that their actual effective participation is negligible. These gender issues are discussed under the theme Gender and Generation as Divisions in India's Development. In the end the issues of conflicts arising out of displacements since 1950s and particularly the recent SEZs under theme Displacement, Conflict and Crises: The Flipside of Globalisation are discussed.

Book excerpt: This book highlights the regional disparities in India in terms of per capita income, HDI as well as its components and in respect of the measures of human poverty index over a period of 30 years since the 1980s. Appropriate statistical and economic tools are used to determine the causes of socioeconomic disparities across Indian states. The signs of progress in economic and social indicators have been found in few states while other states lag behind, implying thereby unevenness and unequal spread of the benefits of economic growth among the states of India. The book also identifies the factors underlying divergence in economic and social activity in India and provides policy suggestions for bringing about more balanced and inclusive development in India.

Book excerpt: In India specially Uttar Pradesh, area disparities in the level of poverty, unemployment, income infrastructure, agriculture industry and above all the level of living of the people exist substantially across the regions. Regional disparity is a ubiquitous phenomenon in both developed and developing economies. But in the latter it is more acute and glaring. National economies are often composed of sets of smaller and localized economies. If the national economy is to prosper then ts constituent regional economies at gross root level must be brought into some sort of harmony. Regional and sustainable development in Uttar Pradesh can be achieved by minimizing the socio-economic disparities among rural masses.

We first set out some key facts, and provide a conceptual framework to help analyze whether such disparities are efficient, or instead reflect market and/or policy failures. We examine whether policy attempts to reduce regional disparities necessarily involve a trade-off between equity and efficiency. We then investigate whether policymakers should focus on boosting the economic performance of lagging regions—or, conversely, accept the presence of regional disparities, and instead assist households in lagging regions through transfer payments, investments in education, health, and other basic services, and by facilitating out-migration.

This obviously requires certain increment in the level of per capita gross domestic product of the country. But it has been admitted broadly that a higher income does not imply higher level of upliftment in the social aspects of life. The main objective of this study is to examine to what extent economic development (as expressed by per capita gross domestic product) is transformed into social development (as expressed by the social indicators of life). In this context, 92 countreis, belongingto different levels of per capita income and representing all the regions of the world, have been chosen as sample, eight social indicators of life have been selected. The study classifies these countries on the basis of socio-economic aspects of life.

Book excerpt: This paper examines how regional disparities have evolved in Russia and how Russia’s system of intergovernmental fiscal relations is managing these disparities. Regional disparities have fallen over the past two decades but remain relatively high. Socioeconomic outcomes remain worse in lagging regions despite faster growth and convergence in income levels. The twin shocks of COVID-19 and lower oil prices appear to have impacted richer regions disproportionately. Compared to other large countries with federal systems of government, Russia stands out with its high reliance on direct taxes as a revenue source for its regions. Transfers from the federal budget to the regions provide some redistribution by reducing the dispersion in real per capita fiscal spending, but also tend to be associated with lower growth. The Russian fiscal system offers degrees of redistribution and risk sharing of around 26 and 18 percent, respectively—with in-kind social transfers contributing the most. Finally, federal transfers in the aggregate tend to be procyclical and are also fairly unresponsive to shocks to regions’ own revenues.

Book excerpt: In the United States, some populations suffer from far greater disparities in health than others. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.
