Book excerpt: This presentation is devoted to four main topics: (1) the comparative performance of U.S. adults and high school students on international literacy assessments; (2) the literacy/numeracy proficiencies of the nation's adults in different educational groups and among those who recently participated in federally-funded adult education programs; (3) the links between the literacy/numeracy proficiencies of U.S. adults and their labor market success; and (4) the projected outlook for the literacy proficiencies of U.S. adults in the absence of any sizable, sustained improvements in their existing proficiencies across age, racial, and ethnic groups. A major portion of this presentation is based on research findings from a recent report, "The Perfect Storm," on current U.S. literacy levels and the future outlook for the literacy and numeracy proficiencies of U.S. adults. This report was prepared by Irwin Kirsch, Andrew Sum, and two other ETS researchers and published by the Educational Testing Service (ETS) in March 2007. Also used in this presentation are findings from a series of earlier ETS monographs on literacy issues, a comprehensive report on literacy in the labor force published by the National Center for Education Statistics in 1999, and a national assessment of the literacy and numeracy proficiencies of adult education learners. Book excerpt: The American adult education system has become an alternative for school dropouts, with some state welfare policies requiring teen mothers and women without high school diplomas to participate in adult education programs to receive aid. Currently, low-income women of color are more likely to be enrolled in the lowest levels of adult basic education. Very little has been published about women's experiences in these mandatory programs and whether the programs reproduce the conditions that forced women to drop out in the first place. Lorna Rivera bridges the gap with this important study, the product of ten years' active ethnographic research with formerly homeless women who participated in adult literacy education classes before and after welfare reform. She draws on rich interviews with organizers and participants in the Adult Learners Program at Project Hope, a women's shelter and community development organization in Boston's Dudley neighborhood, one of the poorest in the city. Analyzing the web of ideological contradictions regarding "work first" welfare reform policies, Rivera argues that poverty is produced and reproduced when women with low literacy skills are pushed into welfare-to-work programs and denied education. She examines how various discourses about individual choice and self-sufficiency shape the purposes of literacy, how low-income women express a sense of personal responsibility for being poor, and how neoliberal ideologies and practices compromise the goals of critical literacy programs. Throughout this study, the voices and experiences of formerly homeless women challenge cultural stereotypes about poor women, showing in personal and structural terms how social and economic forces shape and restrict opportunities for low-income women of color.

Book excerpt: Individually administered literacy assessments were conducted with approximately 6,000 adults representing the 20 million persons served by the U.S. Department of Labor's (DOL) Employment and Training Administration through the Job Training Partnership Act (JTPA) or the Employment Service/Unemployment Insurance programs. Information-processing skills were measured in three areas key to the day-to-day management of life: prose comprehension skills, document literacy skills, and quantitative skills. Some of the findings of the study were the following: (1) people in the DOL programs who have higher levels of literacy skills tend to avoid long periods of unemployment, earn higher wages, and work in higher-level occupations than program participants with lower skills; (2) 40-50 percent of clients had literacy skills in the lowest 2 of the 5 defined literacy levels; (3) about one-fifth of the clients had literacy skills at the highest two defined levels; (4) Black and Hispanic populations were not different from each other, but they were disproportionately represented at both ends of the literacy scale compared to Whites; and (5) 35-40 percent of high school graduates tested scored in the lowest two levels of the scale. The following conclusions were reached: (1) outcome measures should ensure comparability across individuals and time periods; (2) literacy requirements of key job families should be identified; (3) individuals with low literacy levels will have limited success in job training programs and the job market; and (4) there is a significant need for adult education programs for low-literate persons. Book excerpt: The National Adult Literacy Survey profiled the literacy of U.S. adults based on their performance on tasks reflecting materials and demands of daily life. Data were gathered through interviews with a random sample of 13,600 people over 16, a survey of 1,000 adults in each of 12 states, and interviews with 1,100 prison inmates, making a total of 26,000 adults surveyed. Participants completed a series of literacy tasks and received proficiency scores on three scales measuring prose, document, and quantitative literacy. They were categorized in five levels. Major findings were as follows: (1) 40-44 million adults were at the lowest level, of whom 25% were immigrants, 62% did not complete high school, and 19% had visual difficulties; (2) 50 million at level 2 had difficulty with higher reading and problem-solving skills; (3) most at levels 1-2 rated their reading/writing as well or very well--they could meet most needs with limited skills; (4) 61 million were at level 3, 34-40 million at levels 4-5; (5) young adults were less proficient than those surveyed in 1985; (6) older adults were more likely to have limited skills; (7) many minorities and prison inmates were more likely to be at levels 1-2, due to fewer years of schooling or limited English proficiency; (8) higher levels correlated with being employed, working more weeks, and having higher wages; and (9) 41-44% of level 1 and 4-8% of levels 4-5 were in poverty.
