Book excerpt: Noga Efrati outlines the first social and political history of women in Iraq during the periods of British occupation and the British-backed Hashimite monarchy (1917–1958). She traces the harsh and long-lasting implications of British state building on Iraqi women, particularly their legal and political enshrinement as second-class citizens, and the struggle by women's rights activists to counter this precedent. Efrati concludes with a discussion of post-Saddam Iraq and the women's associations now claiming their place in government. Finding common threads between these two generations of women, Efrati underscores the organic roots of the current fight for gender equality shaped by a memory of oppression under the monarchy. Efrati revisits the British strategy of efficient rule, largely adopted by the Iraqi government they erected and the consequent gender policy that emerged. The attempt to control Iraq through "authentic leaders"—giving them legal and political powers—marginalized the interests of women and virtually sacrificed their well-being altogether. Iraqi women refused to resign themselves to this fate. From the state's early days, they drew attention to the biases of the Tribal Criminal and Civil Disputes Regulation (TCCDR) and the absence of state intervention in matters of personal status and resisted women's disenfranchisement. Following the coup of 1958, their criticism helped precipitate the dissolution of the TCCDR and the ratification of the Personal Status Law. A new government gender discourse shaped by these past battles arose, yet the U.S.-led invasion of 2003, rather than helping cement women's rights into law, reinstated the British approach. Pressured to secure order and reestablish a pro-Western Iraq, the Americans increasingly turned to the country's "authentic leaders" to maintain control while continuing to marginalize women. Efrati considers Iraqi women's efforts to preserve the progress they have made, utterly defeating the notion that they have been passive witnesses to history.

What do we make of the concern for recovering the past that is consistently manifested in so many influential modes of cinema, from Hollywood to documentary and postcolonial film? How is film related to the many modern practices that define themselves as configuring pastness in the present, such as architectural preservation, theme parks, and, above all, professional historical research? What is the relation of history in film to other media such as television and digital imaging? How does emphasizing the connection between film and modern historicity affect the theorization and historicization of film and modern media culture? Pursuing the full implications of film as cultural production, Philip Rosen reconceptualizes modern historicity as a combination of characteristic epistemological structures on the one hand, and the social imperative to regulate or manage time on the other. What light has Joyce himself already cast on the complex question of their relationship? This book poses these questions in terms of models of the other drawn from psychoanalytic and cultural studies and from Jewish cultural studies, arguing that in Joyce the emblematic figure of otherness is "the Jew. The work of Emmanuel Levinas, Sander Gilman, Gillian Rose, Homi Bhabha, among others, is brought to bear on the literature, by Jews and non-Jews alike, that has forged the representation of Jews and Judaism in this century. Joyce was familiar with this literature, like that of Theodor Herzl. Joyce sholarship has largely neglected even these sources, however, including Max Nordau, who contributed significantly to the philosophy of Zionism, and the literature on the "psychobiology of race--so prominent in the fin de siècle--all of which circulates around and through Joyces depictions of Jews and Jewishness. Several Joyce scholars have shown the significance of the concept of the other for Joyces work and, more recently, have employed a variety of approaches from within contemporary deliberations of the ideology of race, gender, and nationality to illuminate its impact. The author combines these approaches to demonstrate how any modern characterization of otherness must be informed by historical representations of "the Jew and, consequently, by the history of anti-Semitism. She does so through a thematics and poetics of Jewishness that together form a discourse and method for Joyces novel.
