Executive Directors emphasized the need to lower public debt and tighten fiscal and monetary policies. They commended the anticorruption strategy and advised to improve governance, reform the tax system, and ensure fiscal sustainability. They stressed the need to align the Poverty Reduction Strategy Program (PRSP) to the budget and to strengthen public expenditure policy and banking supervision. They welcomed the decision of implementing the full PRSP and emphasized the need to implement the program without interruption.

Available in PDF, EPUB and Kindle. Book excerpt: Managing Time in Relational Databases: How to Design, Update and Query Temporal Data introduces basic concepts that will enable businesses to develop their own framework for managing temporal data. It discusses the management of uni-temporal and bi-temporal data in relational databases, so that they can be seamlessly accessed together with current data; the encapsulation of temporal data structures and processes; ways to implement temporal data management as an enterprise solution; and the internalization of pipeline datasets. The book is organized into three parts. Part 1 traces the history of temporal data management and presents a taxonomy of bi-temporal data management methods. Part 2 provides an introduction to Asserted Versioning, covering the origins of Asserted Versioning; core concepts of Asserted Versioning; the schema common to all asserted version tables, as well as the various diagrams and notations used in the rest of the book; and how the basic scenario works when the target of that activity is an asserted version table. Part 3 deals with designing, maintaining, and querying asserted version databases. It discusses the design of Asserted Versioning databases; temporal transactions; deferred assertions and other pipeline datasets; Allen relationships; and optimizing Asserted Versioning databases. - Integrates an enterprise-wide viewpoint with a strong conceptual model of temporal data management allowing for realistic implementation of database application development. - Provides a true practical guide to the different possible methods of time-oriented databases with techniques of using existing funtionality to solve real world problems within an enterprise data architecture environment. - Written by IT professionals for IT professionals, this book employs a heavily example-driven approach which reinforces learning by showing the results of puting the techniques discussed into practice.

Book excerpt: Many modern computer systems, including homogeneous and heterogeneous architectures, support shared memory in hardware. In a shared memory system, each of the processor cores may read and write to a single shared address space. For a shared memory machine, the memory consistency model defines the architecturally visible behavior of its memory system. Consistency definitions provide rules about loads and stores (or memory reads and writes) and how they act upon memory. As part of supporting a memory consistency model, many machines also provide cache coherence protocols that ensure that multiple cached copies of data are kept up-to-date. The goal of this primer is to provide readers with a basic understanding of consistency and coherence. This understanding includes both the issues that must be solved as well as a variety of solutions. We present both high-level concepts as well as specific, concrete examples from real-world systems. This second edition reflects a decade of advancements since the first edition and includes, among other more modest changes, two new chapters: one on consistency and coherence for non-CPU accelerators (with a focus on GPUs) and one that points to formal work and tools on consistency and coherence.

Book excerpt: Although at the start of the 21st century bioterrorism was newly feared by the public at large, it is one threat that institutions have attempted to anticipate for years. Originally published in 2003, and now with a new introduction, this unique 2-volume collection provides a multi-disciplinary resource on the challenges bioterrorism poses for American society and institutions, from both legal and political institutions, on one hand, to public health and medical institutions on the other. Volume one documents and analyses the challenge bioterrorism poses to these political, economic and legal institutions, putting bioterrorism into its historical context as a problem discussed and anticipated by government for decades. Volume two documents the challenges bioterrorism poses to public health and public policy as a weapon of disease and fear. The materials in these volumes provide case histories and discourse by specialists relating to the ways that the bioterrorism threat has been perceived and approached by US health and law institutions.
