Book excerpt: Planning is not a technical and value free activity. Planning is an overt political system that creates both winners and losers. The Planning Polity is a book that considers the politics of development and decision-making, and political conflicts between agencies and institutions within British town and country planning. The focus of assessment is how British planning has been formulated since the early 1990s, and provides an in-depth and revealing assessment of both the Major and Blair governments' terms of office. The book will prove to be an invaluable guide to the British planning system today and the political demands on it. Students and activists within urban and regional studies, planning, political science and government, environmental studies, urban and rural geography, development, surveying and planning, will all find the book to be an essential companion to their work.

Available in PDF, EPUB and Kindle. Book excerpt: Public opinion polls consistently reveal the lack of confidence, disillusionment, and mistrust that citizens feel toward government. Daniels and his contributors believe that the relationship between citizens and their governments can be changed by facilitating greater citizen collaboration with government, particularly through local sustainable programs. As the case studies show, often sustainable community programs are created through grassroots movements that are initiated and managed by citizens themselves, bringing them in contact with their local elected and appointed officials. Unlike traditional programs that are administered by local officials on behalf of their citizens, once sustainable community programs are created, citizens administer their own programs in collaboration with local officials. The case studies look at a variety of sustainable programs, primarily in the United States, that help to deal with issues such as recycling, transportation, microcredit, site redevelopment, pollution, health care, and hunger. Creating Sustainable Community Programs is the first book on sustainable programs that is intended for an audience of public administration scholars, researchers, and students as well as practitioners who are searching for ways to change the relationship between citizens and their governments.

Available in PDF, EPUB and Kindle. Book excerpt: Surveying the past, present, and future of historic preservation in America, this book features fifteen essays by some of the most important voices in the field. A Richer Heritage will be an essential, thought-provoking guide for professionals as well as administrators, volunteers, and policy makers involved in preservation efforts. An introduction traces the evolution of historic preservation in America, highlighting the principal ideas and events that have shaped and continue to shape the movement. The book also describes the workings--legal, administrative, and fiscal--of the layered federal, state, and local government partnership put in place by Congress in 1966. Individual chapters explore the preservation of designed and vernacular landscapes, the relationship between historic preservation and the larger environmental and land-trust movements, the role of new private and nonprofit players, racial and ethnic interests in historic preservation, and the preservation of our intangible cultural values. A concluding chapter analyzes the present state of the historic preservation movement and suggests future directions for the field in the twenty-first century. Contributors include preservationists, local-government citizen activists, an architect, landscape architects, environmentalists, an archaeologist, a real-estate developer, historians, a Native American tribal leader, an ethnologist, and lawyers.

Book excerpt: This report, the Department of Energy's first Accountability Report, is part of an effort to better measure how the Department of Energy is serving the American taxpayers; the results achieved; and the cost-effectiveness of the work. By integrating the Department's FY 1998 performance results, financial status, and management controls, this report is a useful tool and provides a status report on the Department's performance in FY 1998. It presents a clearer picture of the return on the investment of the resources entrusted to this agency. After thorough review by the Office of the Inspector General, with one exception, the financial statements have been found to present fairly the financial position of the Department in conformity with Federal accounting standards. Overall, the Department has reasonable assurance that DOE has management controls in place to ensure that operational activities are efficient and effective and comply with the law. Ten challenges where management controls can be strengthened have been identified.

Book excerpt: Path to Capacity Innovation: An Africa-MNC Strategic Alliance, a policy framework is advanced proposing a strategic alliance between African countries -represented by NEPAD- and the multinational corporation with input from the NGO and couched upon an NEPAD-MNC-NGO cross-fertilizing integrative structure. Capacity innovation is the key to Africa's transformation: with the appropriate catalysts, innovation and transformation are but a matter of time in gestation. The first of two major catalysts necessary to prompting this change so long sought by Africans came at the adoption of the New Partnership for Africa's Development. It is one of the most profound collaborations of African Heads of State. The second catalyst is proposed in this work in the form of the multinational corporation as change agent for the innovation process working in alliance with NEPAD as Africa's spokesperson for innovation. The policy framework for African capacity innovation is the material product along with discourse for redress of corruption and security policy narrative for protecting the assets of multinational corporations.Bringing Forth Prosperity: Capacity Innovation in Africa questions capital theory as a development construct and an appropriate platform upon which sustained capacity innovation in Africa may emerge; explores Africa's road to modernity in the context of selected development constructs and assesses capacity innovation from a top down-bottom up perspective purposely to serve as backdrop to the Africa-MNC strategic alliance framework; constructs country capacity ID to identify internal resources available to African countries to support capacity innovation; conceptualizes the Africa-MNC strategic alliance to convey a capacity innovation philosophy; articulates an African capacity innovation policy framework to guide the Alliance through a series of actions designed to prompt innovation activity and set the continent on a course to sustained transformation; and articulates a scheme to protect assets -human and physical- derived through the Africa-MNC strategic alliance.

Book excerpt: This book provides a comprehensive, reflective and critical analysis of the far-reaching process of urban transformation, searching beneath the hype to expose the true character of the 'new Manchester'. Has Manchester engineered an urban renaissance, having finally turned its back on the grimy factory economy? Or is it on a slow-motion slide into the post-industrial sludge of economic insecurity and social polarization? Drawing on the work of leading researchers and commentators in the field, this collection provides answers to these and other questions concerning Manchester's changing political economy.

This book was released on 2002-07-03 with total page 272 pages. Available in PDF, EPUB and Kindle. Book excerpt: Current policy encourages 'partnerships' - between statutory organisations and professionals; public and private sectors; with voluntary organisations and local communities. But is this collaborative discourse really as distinctive as the Labour Government claims? How far do contemporary partnerships exemplify an approach to governing which is based on networks (as distinct from hierarchies and markets)? Partnerships, New Labour and the governance of welfare: provides an up-to-date critical analysis of partnerships; addresses the highly topical theme of 'partnerships' as the means of achieving joined-up government; presents empirical evidence from a wide range of welfare partnerships; examines the relationships between local welfare partnerships and the management of those partnerships by central government; reveals the imbalance of power which characterises many contemporary partnerships. ยท It is essential reading for academics and students of contemporary social and public policy and for those with an interest in networks and other theories of welfare governance.
