The practices can neither be seen as a process of policy diffusion nor as a process of policy mimesis. The terminology of participatory budgeting remains, but the tools to achieve the goals resulted only in marginal changes in the status quo in municipalities in European countries practicing participatory budgeting, instead of resulting in radical changes to increase spending in favor of marginalized groups. From its inception in Brazil, PB was a process that empowered the least-advantaged members of the community by providing a way to propose budget allocations through voting. This book reports on a multi-methodological study of New York City’s participatory budgeting (PB) process from the perspective of a city resident over time. A participatory budgeting slogan purports that the initiative offers “real power” and “real money” to constituents at a local level. To critically examine such top-down assertions, and different than much that has been written about PB, this book researches and navigates its events the way a member of the community would see it. The study reveals a lack of transparency, manipulation by city agencies, the favorable treatment of insider proposed projects, and a failure to reveal the basis of project costs. It also finds that there is no singular participatory budgeting project in New York City. Instead, there are numerous participatory budget projects, as many as there are council members who engage in the practice. This book provides a ground-level view of these limitations and recommends substantial reform.

The primary focus in the Kabwe Municipal Council case study is on the extent to which stakeholder participation is promoted in the budgeting process by measuring the extent against the conditions for effective participation in the budgetary process as advocated by Wampler (2000) in his “A Guide to Participatory Budgeting” paper. This is done to inform the researcher on appropriate conditions that need to exist at the local level to ensure effective implementation of participatory budgeting in Zambia. The paper brings to light the notion of participatory budgeting as an on-going process that is linked to elements of direct and indirect democracy. It further proves that the concept does not reach its finality but is always developing as a step-by-step institutionalization of stakeholder participation in the budgeting process at the local level. The paper proves most of the participatory budgeting process in Kabwe Municipal Council to be in line with most of the pre-conditions of Wampler.The potential of participatory budgeting in Zambia is proved to be very much feasible but heavily depended on the political drive by the Government in power. The paper emphasizes facilitation of the immediate implementation of the Decentralization policy by Government as a precinct for participatory budgeting as it embraces most of the tenets of stakeholder participation in the budgeting process at the local government level.

Book excerpt: As Brazil and other countries in Latin America turned away from their authoritarian past and began the transition to democracy in the 1980s and 1990s, interest in developing new institutions to bring the benefits of democracy to the citizens in the lower socioeconomic strata intensified, and a number of experiments were undertaken. Perhaps the one receiving the most attention has been Participatory Budgeting (PB), first launched in the southern Brazilian city of Porto Alegre in 1989 by a coalition of civil society activists and Workers&’ Party officials. PB quickly spread to more than 250 other municipalities in the country, and it has since been adopted in more than twenty countries worldwide. Most of the scholarly literature has focused on the successful case of Porto Alegre and has neglected to analyze how it fared elsewhere. In this first rigorous comparative study of the phenomenon, Brian Wampler draws evidence from eight municipalities in Brazil to show the varying degrees of success and failure PB has experienced. He identifies why some PB programs have done better than others in achieving the twin goals of ensuring governmental accountability and empowering citizenship rights for the poor residents of these cities in the quest for greater social justice and a well-functioning democracy. Conducting extensive interviews, applying a survey to 650 PB delegates, doing detailed analysis of budgets, and engaging in participant observation, Wampler finds that the three most important factors explaining the variation are the incentives for mayoral administrations to delegate authority, the way civil society organizations and citizens respond to the new institutions, and the particular rule structure that is used to delegate authority to citizens.

Participatory Budgeting in Global Perspective provides a theoretical and empirical explanation to account for widespread variation in PB's adoption, adaptation, and impacts. This book develops six PB types to account for the wide variation in how PB programs function as well as the outcomes they produce. To illustrate the similar patterns across the globe, four empirical chapters present a rich set of case studies that illuminate the wide differences among these programs; chapters are organized regionally, with chapters on Latin America, Asia, Sub-Saharan Africa, Europe, and North America. By organizing the chapters regionally, it becomes clear that there are temporal, spatial, economic, and organizational factors that produce different programs across regions, but similar programs within each region.
