It discusses why capacity management and the problem of overcapacity have become key issues for fisheries management in the new millennium. Methods for estimating current and desired levels of capacity are discussed, and a range of potential indicators of overcapacity is described. The effectiveness of various capacity management programmes that have been applied in various fisheries around the world is also discussed, along with an explanation as to why many of these programmes have been ineffective. Potential management systems that have proven effective in reducing overcapacity are also presented and discussed.

Book excerpt: In March 2020, a regional inception workshop was held in Ghana a project of the Food and Agriculture Organization of the United Nations (FAO) and the Norwegian Agency for Development Cooperation (Norad) entitled Enhancing the contribution of small-scale fisheries to food security and sustainable livelihoods through better policies, strategies and initiatives. This is the report from the workshop. The project promotes the application of the principles of the Voluntary Guidelines for Securing Sustainable Small-scale Fisheries in the Context of Food Security and Poverty Eradication (the SSF Guidelines) in FAO member countries and regions. The project end date was originally in December 2019 but was extended for another year into 2020 to focus on the issue of empowering women in fisheries for sustainable food systems. Accordingly, the project will support women in small-scale fisheries, particularly in the postharvest sector, with a view to improving food security and nutrition and promoting gender equality. In 2020, related activities will begin in Ghana, Malawi, Sierra Leone, Uganda and the United Republic of Tanzania. The project will also support sharing lessons learned and good practices, and it will help to strengthen institutional structures at the regional and global levels.

Macro-economic and institutional mechanisms are essential to address these poverty and vulnerability problems; however, interventions at the local community level are also necessary. This requires deep understanding of what poverty means to the fishers, their families and communities; how they cope with it; and the challenges they face to increase resiliency and improve their lives for the better. This book provides a global perspective, situating small-scale fisheries within the broad academic discourse on poverty, fisheries management and development. In-depth case studies from fifteen countries in Latin America, Europe, South and Southeast Asia, and sub-Saharan Africa, demonstrate the enormously complex ecological, economic, social, cultural and political contexts of this sector. Conclusions for policy-making, formulated as a joint statement by the authors, argue that fisheries development, poverty alleviation, and resource management must be integrated within a comprehensive governance approach that also looks beyond fisheries. It also provided an opportunity to share experiences and identify actions needed to support and promote small-scale fisheries in the CECAF region.
