[...] 19 The success of the PAC is partly attributed to the commitment of the members of the committee, the composition of the committee in terms of professional qualifications and experience, and timely access to financial information from NASCOP and the NACC for verification. [...] 3.3.2 The Relationship between the MoH and the PCH The PCH is supposed to be the link between the MoH and parliament on health policy and the budget. [...] For instance, the MoH and PCH are in agreement on the mechanisms of financing health care in the country because the committee was involved from the beginning in the formulation of the policy. [...] The review also demonstrates that with the change in the composition of the PCH, the barrier that existed between the MoH and the committee due to the committee's large number of opposition members has now been overcome.
