Book Synopsis Essays on the History of Parliamentary Procedure by : Paul Evans
Download or read book Essays on the History of Parliamentary Procedure written by Paul Evans and published by Bloomsbury Publishing. This book was released on 2017-12-28 with total page 469 pages. Available in PDF, EPUB and Kindle. Book excerpt: 8 February 2015 marked the 200th anniversary of the birth of Thomas Erskine May. May is the most famous of the fifty holders of the office of Clerk of the House of Commons. His continued renown arises from his Treatise upon the Law, Privileges, Proceedings and Usage of Parliament, first published in 1844 and with its 25th edition currently in preparation. It is known throughout those parts of the world that model their constitutional arrangements on Westminster as the 'Bible of Parliamentary Procedure'. This volume celebrates both the man and his book. Bringing together current and former Clerks in the House of Commons and outside experts, the contributors analyse May's profound contribution to the shaping of the modern House of Commons, as it made the transition from the pre-Reform Act House to the modern core of the UK's constitutional democracy in his lifetime. This is perhaps best symbolised by its enforced transition between 1834 and 1851 from a mediaeval slum to the World Heritage Palace of Westminster, which is the most iconic building in the UK. The book also considers the wider context of parliamentary law and procedure, both before and after May's time. It constitutes the first sustained analysis of the development of parliamentary procedure in over half a century, attempting to situate the reforms in the way the central institution of our democracy conducts itself in the political contexts which drove those changes.

Book Synopsis The Government of Victorian London, 1855-1889 by : David Edward Owen
Download or read book The Government of Victorian London, 1855-1889 written by David Edward Owen and published by Harvard University Press. This book was released on 1982 with total page 500 pages. Available in PDF, EPUB and Kindle. Book excerpt: Of all the major cities of Britain, London, the world metropolis, was the last to acquire a modern municipal government. Its antiquated administrative system led to repeated crises as the population doubled within a few decades and reached more than two million in the 1840s. Essential services such as sanitation, water supply, street paving and lighting, relief of the poor, and maintenance of the peace were managed by the vestries of ninety-odd parishes or precincts plus divers ad hoc authorities or commissions. In 1855, with the establishment of the Metropolitan Board of Works, the groundwork began to be laid for a rational municipal government. Owen tells in absorbing detail the story of the operations of the Metropolitan Board of Works, its political and other problems, and its limited but significant accomplishments--including the laying down of 83 miles of sewers and the building of the Thames Embankments--before it was replaced in 1889 by the London County Council. His account, based on extensive archival research, is balanced, judicious, lucid, often witty and always urbane.

By 1894 Great Britain possessed the largest formal empire that ever existed, one that ranged across a bewildering variety of lands and cultures. A remarkable work of synthesis and analysis, Todd's treatise is an excellent guide to its political and legal administration at the time when the empire stood at its zenith. In the course of nineteen lucid chapters it describes how Parliamentary government functions in the Colonies, the ways imperial control manages the appointment and control of governors, local legislation, internal administration, military, naval, and ecclesiastical matters, foreign relations, imperial legislation, judicial appeals, grant of honours and the use of royal prerogatives, particularly mercy. Other chapters examine administrative and legislative jurisdiction over subordinate provinces of a central colonial government, the constitutions and powers of colonial parliaments and the double position and functions of colonial governors or lieutenant-governors.
