In this quest to shape the right strategies for the challenges ahead, economic instruments will play a central role. O'Sullivan, an expert on the use of positive and negative tools of economic statecraft, argues that in the post-September 11th international climate, the United States will be even more willing to use its economic power to advance its foreign policy goals than it has in the past. This impulse, she argues, can lead to a more effective foreign policy given the many ways in which sanctions and incentives can forcefully advance U.S. interests. But a recalibration of these tools—sanctions in particular—is necessary in order for them to live up to their potential. In Break all the Borders, Ariel I. Ahram examines the separatist movements that aimed to remake those borders and create new independent states. With detailed studies of the Islamic State in Iraq and Syria, the federalists in eastern Libya, the southern resistance in Yemen, and Kurdish nationalist parties, Ahram explains how separatists captured territory and handled the tasks of rebel governance, including managing oil exports, electricity grids, and irrigation networks. Ahram emphasizes that the separatism arose not just as an opportunistic response to state collapse. Rather, separatists drew inspiration from the legacy of Woodrow Wilson and ideal of self-determination. They sought to reinstate political autonomy that had been lost during the early and mid-twentieth century. Speaking to the international community, separatist promised a more just and stable world order. In Yemen, Syria, Iraq, and Libya, they served as key allies against radical Islamic groups. Yet their hopes for international recognition have gone unfulfilled. Separatism is symptomatic of the contradictions in sovereignty and statehood in the Arab world. Finding ways to integrate, instead of eliminate, separatist movements may be critical for rebuilding regional order.

While punishment can play a key role in creating justice in a political system, serious flaws in the current global order militate against punishment-enforcing global norms. The book argues for the necessary presence of three key concepts - justice, authority and agency - if punishment is to function effectively, and explores four practices in the current international system: intervention, sanctions, counter- terrorism policy, and war crimes tribunals. It concludes by suggesting ways to revise the current global political structure in order to enable punitive practices to play a more central role in creating a just world order.
