This idea book is intended to assist educators, parents, and policy makers as they develop school-family partnerships, identifying and describing successful strategies used by 20 local Title I programs. Following an executive summary, the book notes resources for involving families in education, includes research supporting such partnerships, and describes how Title I encourages partnerships. Next, the book describes successful local approaches to family involvement in education, organized around strategies for overcoming common barriers to family involvement, including: (1) overcoming time and resource constraints; (2) providing information and training to parents and school staff; (3) restructuring schools to support family involvement; (4) bridging school-family differences; and (5) tapping external supports for partnerships. Finally, the book presents conclusions about establishing and sustaining partnerships, noting that at the same time that successful partnerships share accountability, specific stakeholders must assume individual responsibility, and that those schools that succeed in involving large numbers of parents invest energy in finding solutions for problems, not excuses. Previous research related to parent involvement in schools has focused mostly on urban school district populations. There is a gap in research examining parent involvement within suburban school districts. Thus, the purpose of this study was to investigate what hinders and promotes parent involvement, as well as what parents define as best practices for parents. This study followed the constructivism interview approach through the use of a semi-structured interview protocol. Ten parents were recruited to participate from Southwestern Ohio suburban school districts. Participants were parents of children enrolled in grades kindergarten through twelfth during the 2018-19 school year. Parentparticipants reported five major components that defined best practices of parent involvement: regular open communication with both educators and students, supporting extracurriculars, assisting with schoolwork (i.e., homework, monitoring grades, and enrichment), presence in the school, and promoting healthy trajectory. Participants reported four major barriers that hindered parent involvement: time constraints due to working outside the home and inflexible work schedules, lack of communication from both educators and their children, an unwelcoming environment, and lack of volunteer opportunities provided by the schools. Parent participants reported four major facilitators that promoted parent involvement: being offered a variety of involvement opportunities, receiving more individualized communication as well as more organized and consistent communication from the school, a welcoming environment, and establishing a sense of connectedness through technology. The findings from this study can inform strategies to enhance parent involvement in suburban schools.

Drawing on in-depth research at an urban elementary school, Posey-Maddox examines parents’ efforts to support the school through their outreach, marketing, and volunteerism. She shows that when middle-class parents engage in urban school communities, they can bring a host of positive benefits, including new educational opportunities and greater diversity. But their involvement can also unintentionally marginalize less-affluent parents and diminish low-income students’ access to the improving schools. Book excerpt: Originating in the 1960's with Head Start, the message regarding the value of parent involvement in children's education has exponentially grown more pronounced. In fact, such sweeping legislation as IDEA (1997) and Goals 2000: Educate America Act has mandated the inclusion of parents in their children's education. Although the advantages of effective parent-school partnerships are well documented, the extent to which all socioeconomic groups are implementing such activities and reaping their benefits remains ambiguous. The foundational work of James Comer and Joyce Epstein addressed issues unique to parents and schools in lower-class, inner-city communities. For truly collaborative parent-school partnership to form and for the achievement of students to, in turn, increase, system-wide, long-term commitment to change must take place. Epstein identified six types of involvement between families and schools, and articulated particular outcomes expected to result from each type. A study of the implementation of a parent involvement program was conducted at an urban elementary school in The Columbus Public School District. The purpose of the study was to determine if participation in a parent involvement program resulted in the expected outcomes outlined in Epstein's six-typology framework of parental involvement. The study also examined parents' motivations for participating in the program, their expectations of it, and their perceptions of the benefits accrued from participation. An ethnographic interview was conducted with one parent utilizing the methodology outlined by Spradley (1979). Parent interviews were evaluated to determine the effects of the parent involvement program.

Joyce Epstein's six types of parental involvement supported by Hoover-Dempsey and Sandler's five levels of parental involvement provided the framework of this study. Findings indicated that while obstacles varied with respect to various parent demographic, the desire for parents to involved still existed. Results from this study not only contribute to current literature connected to parental involvement but also provide urban district stakeholders with further knowledge that might help increase, support, and encourage parental involvement, which has been shown to positively impact student achievement.
