Book excerpt: Territoires caractérisés par un patrimoine naturel remarquable et outils d’aménagement du territoire, les Parcs naturels régionaux ont pour double objectif la préservation de l’environnement et le développement local. Près d’un quart d’entre eux a été créé pour protéger des espaces assurant des fonctions biologiques et hydrologiques importantes et possédant des valeurs sociologiques et économiques : les zones humides. Or, les nombreuses catégories de pressions s’exerçant sur ces interfaces entre milieux terrestres aquatiques ainsi que les limites de l’action des Parcs, en grande partie fondée sur des démarches contractuelles, questionnent la possibilité de réalisation du double objectif des PNR en zone humide. L’objet de ce projet de fin d’études est donc de déterminer si les enjeux des zones humides dépassent les moyens des PNR. Pour ce faire, plusieurs chartes de Parc ont tout d’abord été étudiées afin d’analyser comment elles traduisent la relation entre PNR et zones humides. L’observation de ces outils de transcription du projet de territoire a permis de mettre en évidence le rôle central des pratiques agricoles extensives dans la préservation des zones humides. Cependant, il semble que les conditions du maintien de ces activités ne soient pas totalement maîtrisées par les Parcs. La vérification de cette hypothèse s’est alors fondée sur l’analyse de la politique agricole en matière de soutien aux activités de type extensif, notamment au travers du cas du Marais poitevin, exemple unique dans l’histoire des PNR puisque son classement n’a pas été renouvelé pour cause d’tensification agricole ayant entraîné la transformation des zones humides.
