It reveals the disorder that characterized the first Russian purchasing efforts in America in 1914 when the full demand had not yet been felt, and how these efforts were transformed by the shell crisis of 1915 and the involvement of representatives of the zemstvos and industry in the formal overseas purchasing process. This book also looks at Russia's dependence on the British for funding, the mature phase of purchasing in mid-1916, a single order placed by the zemstvo movement with the American Locomotive Company, the Russian Supply Commission's struggle to deal with America's entry into the war, and the collapse of Russia's Imperial and Provisional governments.

This volume addresses this issue by mapping and analyzing the forms, mechanisms, strategies, and effects, in the past, the present, and the future, of Western hegemonies, namely, asymmetrical relations that bring advantages or, at least, secure the superiority of Western state and non-state actors in politics, economics, and culture broadly understood. Over the past decades and centuries, Westerners never ceased claiming supremacy in all these spheres. A host of these relations were initiated through colonialism and imperialism, and perpetuated through informal imperialism, but there are other channels: political interference, inequalities between countries, and attempts at affirming the supremacy of the so-called Western way of life was also secured through the military might and economic power of great Western actors. This book explores sites of Western hegemonies and contributes to understanding the mechanisms through which international hierarchies are formed and maintained. Despite instantaneous electronic communication and rapid global travel, the importance of ambassadors and embassies has in many ways grown since the middle of the nineteenth century. However, in theories of international relations, diplomats are often neglected in favor of states or leaders, or they are dismissed as old-fashioned. David Lindsey develops a new theory of diplomacy that illuminates why states find ambassadors indispensable to effective intergovernmental interaction. He argues that the primary diplomatic challenge countries face is not simply communication—it is credibility. Diplomats can often communicate credibly with their host countries even when their superiors cannot because diplomats spend time building the trust that is vital to cooperation. Using a combination of history, game theory, and statistical analysis, Lindsey explores the logic of delegating authority to diplomats. He argues that countries tend to appoint diplomats who are sympathetic to their host countries and share common interests with them. Ideal diplomats hold political preferences that fall in between those of their home country and their host country, and they are capable of balancing both sets of interests without embracing either point of view fully. Delegated Diplomacy is based on a comprehensive dataset of more than 1,300 diplomatic biographies drawn from declassified intelligence records, as well as detailed case studies of the U.S. ambassadors to the United Kingdom and Germany before and during World War I.
