Book excerpt: Joseph McCarthy was not yet a household name in 1950 when Owen Lattimore was labeled by the senator from Wisconsin as the “top Russian espionage agent in the country.” Lattimore, in Kabul, Afghanistan, learned about the accusation a week later. Having already lost valuable time to rebut the smear, he succinctly cabled back that the charge was “pure moonshine,” and returned to the United States to defend his good name. He soon dared McCarthy to utter his slander in a venue other than the Senate, where congressional immunity shielded him from lawsuits, but he refused to do so. Following a torturous Senate inquisition, Lattimore published this riveting book which he wrote in white-hot indignation. Judged at the time to be “a masterpiece of factual exposition [and] a social document of first-rate importance,”* this absorbing narrative chronicles how the ordeal threw Lattimore’s life into perilous straits, and how he defended himself, while undermining the credibility of his accusers. In a battle for his very liberty, Lattimore prepared for the equivalent of an alley fight with the brawling senator. His supremely competent wife, Eleanor, was his trusted aide; along with attorney Abe Fortas they drew out of Lattimore’s writings passages that would prove his loyalty. Yet, as a scholar who was accustomed to nuanced interpretations of current affairs, his accusers were able to conflate the same writings into a traitor’s hidden agenda. Ordeal by Slander was the first great book to come out of the McCarthy era, and it remains a supremely topical book for today. “A tremendously stirring, human drama.”—The Atlantic Monthly “A disturbing and illuminating book.”—The New Yorker

Available in PDF, EPUB and Kindle. Book excerpt: The Allied occupation of Japan is remembered as the "good occupation." An American-led coalition successfully turned a militaristic enemy into a stable and democratic ally. Of course, the story was more complicated, but the occupation did forge one of the most enduring relationships in the postwar world. Recent events, from the occupations of Iraq and Afghanistan to protests over American bases in Japan to increasingly aggressive territorial disputes between Asian nations over islands in the Pacific, have brought attention back to the subject of the occupation of Japan. In Architects of Occupation, Dayna L. Barnes exposes the wartime origins of occupation policy and broader plans for postwar Japan. She considers the role of presidents, bureaucrats, think tanks, the media, and Congress in policymaking. Members of these elite groups came together in an informal policy network that shaped planning. Rather than relying solely on government reports and records to understand policymaking, Barnes also uses letters, memoirs, diaries, and manuscripts written by policymakers to trace the rise and spread of ideas across the policy network. The book contributes a new facet to the substantial literature on the occupation, serves as a case study in foreign policy analysis, and tells a surprising new story about World War II.

Book excerpt: “Gripping and important . . . an extremely impressive book.” —Noel Malcolm, Telegraph (London) A remarkable piece of forgotten history- the never-before-told story of Americans lured to Soviet Russia by the promise of jobs and better lives, only to meet tragic ends In 1934, a photograph was taken of a baseball team. These two rows of young men look like any group of American ballplayers, except perhaps for the Russian lettering on their jerseys. The players have left their homeland and the Great Depression in search of a better life in Stalinist Russia, but instead they will meet tragic and, until now, forgotten fates. Within four years, most of them will be arrested alongside untold numbers of other Americans. Some will be executed. Others will be sent to "corrective labor" camps where they will be worked to death. This book is the story of lives-the forsaken who died and those who survived. Based on groundbreaking research, The Forsaken is the story of Americans whose dreams were shattered and lives lost in Stalinist Russia.

Book excerpt: This book assesses and evaluates the decision-making behavior of United States presidents and their chief advisers from Roosevelt to Kennedy pertaining to China. Seeking to dispel with the notion that each administration sought policy outcomes on the basis of a rational decision-making model, Bartley highlights the contradictions of adopted presidential decision-making processes and the nature of domestic politics as playing prejudicial and debilitating roles. The book demonstrates that elite decision-making processes interacted with assumptions made about Chinese behavior, interests, and attitudes only superficially and in some cases not at all. Misinformation and misperception were the natural outcomes. Reinforced by the politics of McCarthyism at home, intellectual debate on China policy was squashed, parochialism and nuance were shunned, and information was closed off. Ultimately, a divorce between the norm of behavior and the search for rational policy was registered in each administration. The net result was a lasting and destructive cognitive dissonance: to fit expectations of a China reality constructed, information was ignored, overlooked, and distorted. Offering new insights into the China policies of consecutive administrations from 1941 to 1963, this volume will be of great interest to scholars and students of American foreign policy, security studies, and international relations.
