Available in PDF, EPUB and Kindle. Book excerpt: Social insurance in the United States--including the Social Security Act of 1935 and the Medicare, Medicaid, and disability insurance programs that were added later--may be the greatest triumph of American domestic policy. But true security has not been achieved. As Michael J. Graetz and Jerry L. Mashaw show in this pathbreaking book, the nation's system of social insurance is riddled with gaps, inefficiencies, and inequities. Even the most popular and successful programs, Medicare and Social Security, face serious financial challenges from the coming retirement of the baby boom generation and the aging of the population. This book challenges the notion that American social insurance must remain inadequate, unaffordable, or both. In sharp contrast to policymakers and analysts who debate only one income security program at a time, Graetz and Mashaw examine social insurance whole to assess its crucial role in providing economic security in a dynamic market economy. They recognize that, notwithstanding a proper emphasis on individual freedom and responsibility, Americans share a common fate that binds them together in a common enterprise. The authors offer us a new vision of the social insurance contract and concrete proposals to make the nation's families more secure without increasing costs.

This book was released on 2015-03-08 with total page 255 pages. Available in PDF, EPUB and Kindle. Book excerpt: Is our system of social security, which involves an annual dispersement of thirty billion dollars, as effective and as equitable as it might be? J. Douglas Brown's analysis of the policies of this program and the philosophy on which it was built offers insights into its relation to our social and political systems. He was one of a small number of people who drafted the original Social Security program enacted in 1935. He views a national welfare system as a necessary adjunct to our national system of social insurance (Social Security, Medicare, etc.) and fears that without it the role of social insurance to prevent dependency may be distorted. Social insurance, according to Dr. Brown, should extend normal self-sufficiency when contingencies interrupt income normally received, whereas public assistance should remain distinct from social insurance and protect those unable to support themselves. Dr. Blown also addresses himself to the questions of graduated income as a source of social insurance revenues, determination of benefits as related to an individual's imputed needs based on his average earnings, and permanent vesting of pension credits accrued under private programs. The most urgent need is tor a better distribution of health services to alleviate a situation in which doctors are seemingly more concerned with preserving an obsolete but lucrative system of compensation than with cooperating to reorganize an essential service. Available in PDF, EPUB and Kindle. Book excerpt: This new volume from the National Academy of Social Insurance raises a provocative question that goes to the heart of discussion about social insurance and diversity—to what extent must social insurance programs address historical, social, and economic inequities? The contributors explore issues of equity and diversity in social insurance programs in America today. Some argue that differences in the treatment of racial and ethnic minorities have contributed to contemporary "gaps" that span an array of socioeconomic indicators, including education, wealth, life expectancy, and health status. These indicators are central to the administration of social insurance programs because they help determine not only the type and amount of benefits distributed but also whether benefits are received at all. Contributors include Rep. Xavier Becerra (D-Calif.), Kathleen Buto (Johnson & Johnson), Adam Carasso (Urban Institute), Donna Chiffriller (Verizon), Lee Cohen (Social Security Administration), Cecilia Conrad (Pomona College), Paul Eggers (National Institute of Diabetes and Digestive and Kidney Disorders), James Randolph Farris (Centers for Medicare and Medicaid Services), Linda Fishman (Senate Finance Committee), Nancy M. Gordon (U.S. Census Bureau), J. Lee Hargraves (Center for Studying Health System Change), Pamela Herd (University of Michigan), Kim Hildred (House Ways and Means Committee), Audrietta C. Book excerpt: What has America done to protect its citizens from life-changing but common risks such as death of a family breadwinner, ill health, disability, involuntary unemployment, outliving retirement savings, and birth into a poor family? Each, in its own way, burdens—and possibly devastates—unlucky individuals and families both emotionally and financially. It is the rare life that is untouched by one or more of these six threats. How do our current policies affect taxation, spending, and the economy, as well as prospects for individual lives? What more might these policies do to protect Americans? Rich in stories, data, and analysis, Social Insurance by Theodore R. Marmor, Jerry L. Mashaw, and John Pakutka provides a strong intellectual foundation for understanding the history, economics, politics, and philosophy of America’s most important social insurance programs. This insightful work provides a unifying vision of these programs’ purposes and reminds us, amidst the confusing and often apocalyptic rhetoric, why we have the programs and policies we do, while arguing for reforms that preserve and enhance the protections in place.

Book excerpt: The 2014 edition of Social Panorama of Latin America presents ECLAC measurements for the analysis of income poverty, taking, as well, a multidimensional approach to poverty. Applying these two approaches to data for the countries of the region provides confirmation that despite the progress made over the past decade, structural poverty is still a feature of Latin American society. In order to contribute to a more comprehensive design of public policies aimed at overcoming poverty and socioeconomic inequality, this edition examines recent trends in social spending and sets out a deeper gap analysis focused on three areas: youth and development, gender inequality in the labour market and urban residential segregation.
