For most of the twentieth century, states and international society gave priority to a view of order that focused on the minimum conditions for coexistence in a pluralist, conflictual world. Justice was seen either as secondary or sometimes even as a challenge to order. Recent developments have forced a reassessment of this position. Firstly, many trends in the 1990s increased expectations of greater justice within a liberal and liberalizing international order - for example, in relation to human rights, humanitarian intervention, collective security, and self-determination. Second, globalization deepened the sense of ideational and material interdependence, prompting acknowledgement that we co-exist in a single world and that effective solutions to shared problems cannot be achieved without a concern for justice - especially as the negative aspects of globalization have become more evident. Third, claims to justice and critiques of the existing order have been forcefully pressed by an increasing range of non-governmental and other groups within transnational civil society. These three developments suggest movement towards a greater solidarist consciousness and ambition, based primarily on a liberal vision of the relationship between order and justice. This book sets current concerns within a broad historical and theoretical context; explores the depth and scope of this presumed solidarism amidst the difficulties of acting on the basis of a more strongly articulated liberal position; and underscores the complexity and abiding tensions inherent in the relationship between order and justice. Chapters examine a wide range of state and transnational perspectives on order and justice, including those from China, India, Russia, the United States, and the Islamic world. Other chapters investigate how the order-justice relationship is mediated within major international institutions, including the United Nations, the World Trade Organization and the global financial institutions.

Book excerpt: The rise of authoritarian Hindu mass movements and political formations in India since the early 1980s raises fundamental questions about the resurgence of chauvinistic ethnic, religious and nationalist movements in the late modern period. This book examines the history and ideologies of Hindu nationalism and Hindutva from the end of the last century to the present, and critically evaluates the social and political philosophies and writings of its main thinkers.Hindu nationalism is based on the claim that it is an indigenous product of the primordial and authentic ethnic and religious traditions of India. The book argues instead that these claims are based on relatively recent ideas, frequently related to western influences during the colonial period. These influences include eighteenth and nineteenth century European Romantic and Enlightenment rationalist ideas preoccupied with archaic primordialism, evolution, organicism, vitalism and race. As well as considering the ideological impact of National Socialism and Fascism on Hindu nationalism in the 1930s, the book also looks at how Aryanism continues to be promoted in unexpected forms in contemporary India. Using a wide range of historical and contemporary sources, the author considers the consequences of Hindu nationalist resurgence in the light of contemporary debates about minorities, secular citizenship, ethics and modernity.

The author investigates when, why and in what way the moving image, and videos in particular, came to play a central role in the process of self-representation and self-constitution of Hindu nationalist groups and organizations in the overlapping domains of politics, religion and economics.The videos analysed here have been included in massive public political spectacles such as election rallies and patriotic pilgrimages. They have also been employed for in-house indoctrination and emotive mobilization of militant cadres for temporary, often violent, agitation. With the help of these media, different political and cultural-religious organizations, subsumed under the umbrella of Hindutva, have attempted to constitute notions of 'Indianness' as 'Hinduness', to challenge and provoke both the government in power and specific minority groups such as the Muslims in India. How this was done, who stood behind the making of the videos and how they were made up and distributed, are questions that lie at the heart of this study. At a time when public attention is focused on transnational, and mostly Islamicist movements, "Empowering Visions" argues that both transnationalism and nationalism have to be treated with equal attention, and to some extent ought to be seen as intertwined processes. This book is unique in its presentation and discussion of profound ethnographic data through interviews with a variety of spokesmen for the Hindutva movement. It also offers an in-depth analysis of visual and audio-visual material that has so far been unrecognized and unexplored in scholarly works.
