Book excerpt: The updated WHO pandemic influenza severity assessment (PISA) framework set out in this document provides a systematic approach for interpreting data collected through existing surveillance systems and improving their usefulness for risk communication and decision-making. The approach enables the severity of current influenza and syndromic respiratory illness activity to be assessed relative to previous years by using historical data to set thresholds that then allow for the qualitative categorization of such activity. PISA is designed to be implemented continuously based on stable/ routine reporting systems, enabling activity during epidemic and pandemic periods to be compared. Information to assess severity especially early and throughout the course of a pandemic will also be provided through investigations, studies and modelling.

Available in PDF, EPUB and Kindle. Book excerpt: The Pandemic Influenza Preparedness (PIP) Framework is a World Health Assembly resolution adopted unanimously by all Member States in 2011. It brings together Member States, industry, other stakeholders and WHO to implement a global approach to pandemic influenza preparedness and response. The Framework includes a benefit-sharing mechanism called the Partnership Contribution (PC). The PC is collected as an annual cash contribution from influenza vaccine, diagnostic, and pharmaceutical manufacturers that use the WHO Global Influenza Surveillance and Response System (GISRS). Funds are allocated for: (a) pandemic preparedness capacity building; (b) response activities during the time of an influenza pandemic; and (c) PIP Secretariat for the management and implementation of the Framework. This report presents overall success metrics and infographics to illustrate progress in PIP Framework implementation. A progress report is published four times a biennium, and covers technical and financial implementation for the PIP PC High-Level Implementation Plan II (HLIP II), as well as the PIP Secretariat. Milestones are reported every six months and indicators are reported yearly. All data are presented cumulatively from the beginning of each biennium, in this case, 1 January 2020.

Available in PDF, EPUB and Kindle. Book excerpt: Section 6.14.3 of the Pandemic Influenza Preparedness (PIP) Framework established an annual Partnership Contribution (PC) to be paid by influenza vaccine, diagnostic and pharmaceutical manufacturers using the WHO global influenza surveillance and response system (GISRS). Resources contributed are to be used to strengthen pandemic influenza preparedness and response. For 2018-2023, the second High-Level Implementation Plan (HLIP II) guides the use of PC Preparedness Funds. In 2021, as planned under Section 6.2.3.3 of the HLIP II, an external Mid-Term Review was conducted to assess progress, consider changes in the landscape for global pandemic influenza preparedness and discuss potential ‘mid-course adjustments’ needed for future HLIP II implementation. This revision to the HLIP II responds to recommendation #1 of the 2021 HLIP II Mid-Term Review. It includes amendments to the Monitoring & Evaluation framework of the plan (Annex 3) to consider HLIP II implementation and progress on the results hierarchy between 2018 and 2020.

Book excerpt: Epidemics and pandemics of infectious diseases are occurring more often, and spreading faster and further than ever, in many different regions of the world. The background factors of this threat are biological, environmental and lifestyle changes, among others. A potentially fatal combination of newly-discovered diseases, and the re-emergence of many long-established ones, demands urgent responses in all countries. Planning and preparation for epidemic prevention and control are essential. The purpose of the Managing epidemics handbook is to provide expert guidance on those response. Building on the first edition, the second edition provides concise and basic up-to-date knowledge with which World Health Organization country representatives can advise Ministries of Health to respond effectively and rapidly at the very start of an outbreak. Part I of the handbook provides insights on epidemics of the 21st century and offers context on the upsurge of recent epidemics. Part II has been updated and offers 10 key facts about 19 deadly diseases including tips on the interventions required to respond. Part III presents various Tool boxes that summarize guidance on several important topics. The handbook focuses on practical and indispensable things to know about infectious diseases that are most important for national, political and operational decision-makers; it also links readers to more exhaustive WHO guidance.

Book excerpt: The next pandemic virus outbreak could have severe worldwide consequences, causing illness and death for individuals and families, and slowdowns and closures for businesses and corporations. A method to manage infectious disease pandemics is to use a process known as pandemic planning. The aim is to prevent infectious disease outbreaks, reduce the potential impact and consequences, and continue business in the event of a pandemic. Pandemic Planning Handbook is a comprehensive text on the topic of pandemic planning. It is written from a business perspective and includes detailed coverage of COVID-19 and 2009 H1N1 pandemics. The primary objectives of the book are to educate readers about infectious disease pandemics and give them the skills to manage pandemic risks and develop comprehensive and effective pandemic plans. The book presents a cyclical pandemic planning process for developing plans. The process considers the extent of an organization’s knowledge and the understanding of infectious disease pandemics, how the organization manages the associated pandemic risks, development of essential plan components, and the validity and maintenance of plans, and the establishment of a pandemic training program. It is presented in detail in four easy to follow sections: Pandemic education and awareness Pandemic risk management Pandemic plan development Pandemic testing, maintenance, and training A wide range of organizations will benefit from this book including the private sector, government, non-profit organizations, educational institutions, and the healthcare community. It is intended for pandemic response planners such as business continuity, emergency management, human resource, risk management, facility management, health and safety staff, and anyone interested in preparing for an infectious disease outbreak or pandemic.

However, many aspects concerning the efficient collection and integration of geo-information, applied semantics and situation awareness for disaster management remain open. Improving crisis response systems and making them intelligent requires extensive collaboration between emergency responders, disaster managers, system designers and researchers alike. To facilitate this process, the Gi4DM (GeoInformation for Disaster Management) conferences have been held regularly since 2005. The events are coordinated by the Joint Board of Geospatial Information Societies (JB GIS) and ICSU GeoUnions. This book presents the outcomes of the Gi4DM 2018 conference, which was organised by the ISPRS-URSI Joint Working Group ICWG III/IVa: Disaster Assessment, Monitoring and Management and held in Istanbul, Turkey on 18-21 March 2018. It includes 12 scientific papers focusing on the intelligent use of geo-information, semantics and situation awareness.
