It provides one of the first targeted studies of the manner in which the wider process of African decolonisation shaped the political struggle for control of Southern Rhodesia (colonial Zimbabwe). It offers an in-depth survey of the repercussions of pan-African developments on national-level political thought amidst one of the most seminal moments of the continent’s history. The book draws on over a year of fieldwork in southern Africa as well as archival collections in the USA and UK to explore the seismic re-alignments that occurred in the white settler dominated territory in southern Africa as self-determination became a widely accepted international principle virtually overnight. In particular, it focuses on the impact of decolonisation struggles and/or independence in Ghana, Nigeria, the Democratic Republic of the Congo and Malawi on Zimbabwe’s liberation struggle. In so doing, it also offers new context on the roots of contemporary repression in Zimbabwe.

Available in PDF, EPUB and Kindle. Book excerpt: Hiplife is a popular music genre in Ghana that mixes hip-hop beatmaking and rap with highlife music, proverbial speech, and Akan storytelling. In the 1990s, young Ghanaian musicians were drawn to hip-hop's dual ethos of black masculine empowerment and capitalist success. They made their underground sound mainstream by infusing carefree bravado with traditional respectful oratory and familiar Ghanaian rhythms. Living the Hiplife is an ethnographic account of hiplife in Ghana and its diaspora, based on extensive research among artists and audiences in Accra, Ghana's capital city; New York; and London. Jesse Weaver Shipley examines the production, consumption, and circulation of hiplife music, culture, and fashion in relation to broader cultural and political shifts in neoliberalizing Ghana. Shipley shows how young hiplife musicians produce and transform different kinds of value—aesthetic, moral, linguistic, economic—using music to gain social status and wealth, and to become respectable public figures. In this entrepreneurial age, youth use celebrity as a form of currency, aligning music-making with self-making and aesthetic pleasure with business success. Registering both the globalization of electronic, digital media and the changing nature of African diasporic relations to Africa, hiplife links collective Pan-Africanist visions with individualist aspiration, highlighting the potential and limits of social mobility for African youth. The author has also directed a film entitled Living the Hiplife and with two DJs produced mixtapes that feature the music in the book available for free download.

Book excerpt: Pan-African banks are expanding rapidly across the continent, creating cross-border networks, and having a systemic presence in the banking sectors of many Sub-Saharan African countries. These banking groups are fostering financial development and economic integration, stimulating competition and efficiency, introducing product innovation and modern management and information systems, and bringing higher skills and expertise to host countries. At the same time, the rise of pan-African banks presents new challenges for regulators and supervisors. As networks expand, new channels for transmission of macro-financial risks and spillovers across home and host countries may emerge. To ensure that the gains from cross border banking are sustained and avoid raising financial stability risks, enhanced cross-border cooperation on regulatory and supervisory oversight is needed, in particular to support effective supervision on a consolidated basis. This paper takes stock of the development of pan-African banking groups; identifies regulatory, supervisory and resolution gaps; and suggests how the IMF can help the authorities address the related challenges.
