Book excerpt: This Development Policy Review describes, and evaluates the Government of Pakistan's policies, in six critical areas : governance, investing in people, macroeconomic sustainability, the financial sector, the investment climate for the private sector, and, agriculture and irrigation. Governance reforms are aimed at addressing four major issues: devolution, civil service reform, reduction of corruption and improvement of financial management, and institutionalizing realistic budget processes. On investing in people, the social gap (reinforced by gender discrepancies) show high illiteracy, and ill-health rates, which limits the possibilities for economic growth. To this end, spending commitments prioritize on social sectors, and effective service delivery. As for macroeconomic sustainability, the unsustainable public debt poses a serious problem, exacerbated by defense spending, which diminishes development expenditure. This challenges the move of public debt dynamics towards improving the investment climate, through increased tax revenue, and limiting defense expenditure. The financial sector is dominated by the banking system, where state-owned institutions play a significant role, which despite progress, much needs to be done in strengthening prudential regulations, and capital markets. Concurrently, the unstable investment climate requires a regulatory framework in terms of taxes, and tariffs. Finally, policy priorities are required to accelerate agricultural growth on markets, technology, and irrigation.

The weak summer monsoon in 2009 created drought conditions throughout the country. This followed an already tenuous situation for many rural households faced with high fuel and fertilizer costs and the impacts of rising global food prices. Then catastrophic monsoon flooding in 2010 affected over 20 million people, devastating their housing, infrastructure, and crops. Damages from this single flood event were estimated at US dollar 10 billion, half of which were losses in the agriculture sector. Notwithstanding the debate as to whether these observed extremes are evidence of climate change, an investigation is needed regarding the extent to which the country is resilient to these shocks. It is thus timely, if not critical, to focus on climate risks for water, agriculture, and food security in the Indus basin of Pakistan.

While a broad range of state and donor interventions impact the lives of poor farmers -who provide a significant proportion of the labour force - comprehensive consideration of these combined interactions remains inadequate. Focussing on Pakistan, this book discusses the political economy of agrarian poverty and underdevelopment in the region. The book provides an in-depth exploration of the combined impact of state and donor interventions, as well as that of resistance attempts, to alter the status quo within Pakistan. It questions the relevance of state institutions and policies contending with the problems of farmers in Pakistan, and how donor-led policies and programmes also influence their lives. It draws on findings that have emerged from interviews of over 200 respondents including government officials, donor agency representatives and different categories of poor farmers, during eleven months of fieldwork in the provinces of Sindh and Punjab. This research reveals some divergences between state and donor policies, but it finds more prominent convergences, which in turn enable the landed rural elite to benefit from market-based and capital-intensive processes of agricultural growth, without offering substantial opportunities for poor farmers. Reflecting the need to become less insular when discussing solutions to rural development, and demonstrating how state policies and institutions can interconnect with donor funded programmes, this book will be of interest to students and scholars of South Asian Politics and Development Studies.

The interdisciplinary work in this volume shows how trade is managed and asks theory-driven questions about how value chains relate to locally-rooted development processes. Policy makers and development practitioners are increasingly using value chain analysis to frame pro-poor development interventions. This book offers multiple conceptualizations of development outcomes of inclusion of small producers, firms and workers in value chains. Processes of inclusion at different scales are unpacked in order to identify the terms of participation of small producers, firms and workers. As value chains are embedded, the book further argues that inclusion can be conceptualized as the degree of alignment between value chain logics and the institutions and capacities in the local business system.
