O controle gerencial e estratégico e suas ferramentas contribuem para o a-tendimento dessas necessidades e, como conseqüência, diminuir a mortalidade de tais empresas. O escopo do presente estudo é configurar um painel de controle es-tratégico de gestão para empresas de pequeno porte. Para a consecução deste ob-jetivo, realizou-se expressiva revisão bibliográfica sobre Controle de Gestão, Avalia-ção de Desempenho e suas respectivas ferramentas, dando especial ênfase ao Ta-bleau de Bord como instrumento de controle estratégico de gestão. Pesquisa explo-ratória realizada em 153 empresas de pequeno porte (19 na indústria, 63 no comér-cio e 71 no setor de serviços) localizadas na Grande Salvador-Ba. contribuiu para identificar os diferentes graus de utilização das ferramentas de controle gerencial e avaliação de desempenho por essas empresas, permitindo enquadrá-las nas diver-sas fases do modelo de crescimento de Greiner (1998) e, com isso, balizar a escolha da unidade de caso. Durante a investigação realizada na unidade de caso, utiliza-ram-se a técnica de brainstorming e a pesquisa-participante para construir as grades OVAR, identificar os indicadores e desenvolver o modelo de painel de controle estra-tégico de gestão. Os resultados da pesquisa evidenciaram a aplicabilidade do PCE em empresas de pequeno porte, especialmente as enquadradas a partir da fase 2 do modelo de Greiner (1998). O estudo de caso na empresa Informatec contribuiu para validar o modelo proposto. De fato, a adoção do modelo preencherá uma im-portante lacuna no repertório de instrumentos gerenciais disponíveis para as peque-nas empresas e, por certo, concorrerá para reduzir sua taxa de mortalidade. In accordance with studies developed by SEBRAE ́s Small Business Supporting Ser-vices lack of management knowledge is one of the main reasons small business en-terprises depict such high mortality rates in Brazil. Strategic and management con-trols and its accompanying tools contribute towards addressing these needs and, as a consequence, decrease the high mortality rates of these companies. The objective of the present study is to establish a panel of strategic management controls for small business companies. To achieve this objective a comprehensive bibliographical re-view was performed on Management Control, Performance measurement and its tools, in particular the Tableau de Board as an instrument of strategic management control. Exploratory research was performed in 153 small business companies (19 in the industry, 63 in commerce and 71 in the sector of services) located in Salvador metropolitan area, which contributed to determine the different degrees of manage-ment control and performance measurement tools being used by these companies, thereby fitting them in the various Greiner ́s Growth model phases (1998) and, by doing this, being able to select the case unit. During the inquiry carried in the case unit, brainstorming techniques and research-participant techniques were used in or-der to construct the OVAR grids, to identify indicators and to develop the panel of strategic management control model. The research results evidenced PCE ́s appli-cability in small business companies; in particular those from phase 2 of Greiner ́s growth model (1998). The case study performed in Informatec Co. seem to validate the proposed model. In fact, the adoption of PCE ́s model will fill an important gap in the repertoire of available management instruments for small companies and it will contribute to reduce their mortality rate.
