Book excerpt: The US Department of Energy (DOE) has considered the environmental impacts, benefits and costs, and institutional and programmatic needs associated with continued operation of the Savannah River Site (SRS) reactors, and has decided that it will continue to operate K and L Reactors at SRS, and will terminate operation of P Reactor in the immediate future and maintain it in cold standby. For P Reactor, this will involve the reactor's defueling; storage of its heavy water moderator in tanks in the reactor building; shutdown of reactor equipment and systems in a protected condition to prevent deterioration; and maintenance of the reactor in a defueled, protected status by a skeleton staff, which would permit any future decision to refuel and restart. Currently committed and planned upgrade activities will be discontinued for P Reactor. DOE will proceed with the safety upgrades and management system improvements currently scheduled for K Reactor in its program to satisfy the criteria of the Safety Evaluation Report (SER), and will conduct an Operational Readiness Review (ORR). The satisfaction of the SER criteria and completion of the ORR will demonstrate that the safety and health criteria for the resumption of production have been met. Reactor restart is expected to be in the third quarter of 1991 for K Reactor.

Book excerpt: The Savannah River Site (SRS) produces nuclear materials, primarily plutonium and tritium, to meet the requirements of the Department of Defense. These products have been formed in nuclear reactors that were built during 1950--1955 at the SRS. K, L, and P reactors are three of five reactors that have been used in the past to produce the nuclear materials. All three of these reactors discontinued operation in 1988. Currently, intense efforts are being extended to prepare these three reactors for restart in a manner that protects human health and the environment. To document that restarting the reactors will have minimal impacts to human health and the environment, a three-volume Reactor Operations Environmental Impact Document has been prepared. The document focuses on the impacts of restarting the K, L, and P reactors on both the SRS and surrounding areas. Book excerpt: GAO discussed the recent events surrounding the start-up of the Department of Energy's (DOE) P-reactor at the Savannah River Plant, focusing on how well DOE managed the contractors who operated the facility. GAO found that: (1) reactor operators failed to inform either management or DOE of a restart problem until the nuclear reactor shut itself down; (2) reactor operators did not inform DOE of a small power increase until the next day; and (3) DOE ordered the reactor shut down until the contractor could address DOE safety and communications concerns. GAO also found that: (1) DOE and the contractor failed to ensure start-up operational safety; (2) DOE and the contractor failed to properly calculate start-up reactivity; and (3) DOE approved the restart based on the contractor's explanation without an assessment or complete understanding of the explanation. GAO believes that DOE needs: (1) strong line-management responsibility and accountability for safety; (2) an effective environmental safety and health organization to oversee how line management carries out its role; (3) an independent organization outside DOE control to oversee the DOE internal safety program; and (4) to ensure that it addresses safety concerns in a timely and effective manner.

Book excerpt: The Savannah River Site (SRS) is a 310-square-mile United States Department of Energy nuclear facility located along the Savannah River (SRS) near Aiken, South Carolina. Nuclear weapons material production began in the early 1950s, utilizing five production reactors. In the early 1990s all SRS production reactor operations were terminated. The first reactor closure end state declaration was recently institutionalized in a Comprehensive Environmental Response and Compensation and Liability Act (CERCLA) Early Action Record of Decision. The decision for the final closure of the 318,000 square foot 105-P Reactor was determined to be in situ decommissioning (ISD). ISD is an acceptable and cost effective alternative to off-site disposal for the reactor building, which will allow for consolidation of remedial action wastes generated from other cleanup activities within the P Area. ISD is considered protective by the regulators, U.S. Environmental Protection Agency (US EPA) and the South Carolina Department of Health and Environmental Control (SCDHEC), public and stakeholders as waste materials are stabilized/immobilized, and radioactivity is allowed to naturally decay, thus preventing future exposure to the environment. Stakeholder buy-in was critical in the upfront planning in order to achieve this monumental final decision. Numerous public meetings and workshops were held in two different states (covering a 200 mile radius) with stakeholder and SRS Citizens Advisory Board participation. These meetings were conducted over an eight month period as the end state decision making progressed. Information provided to the public evolved from workshop to workshop as data became available and public input from the public meetings were gathered. ISD is being considered for the balance of the four SRS reactors and other hardened facilities such as the chemical processing canyons.
