Available in PDF, EPUB and Kindle. Book excerpt: The participation of the European Community and the Member States in the international climate change regimes is a complex issue. In the case of the Kyoto Protocol, this is rendered more complicated by the fact that for the purposes of Article 4 of the Kyoto Protocol, the membership of the European Community and Member States is frozen at a particular point in time. The result of this is that under International Law the European Community and a part of the Member States (EU15) have agreed to jointly fulfil some of those obligations whereas under Community Law all Member States share a certain degree of responsibility to meet the obligations created by the Kyoto Protocol. This book analyses in great detail the Kyoto Protocol and its obligations, as well as the discrepancies between International Law and Community Law in that regard. The book is a useful tool for academics, practitioners, consultants and all stakeholders operating in the field of environmental law and climate change. Leonardo Massai is a legal expert and lecturer in International and EU Environmental Law and Climate Change.

Available in PDF, EPUB and Kindle. Book excerpt: This book addresses the relationship between International Refugee Law and International Human Rights Law. Using international refugee law’s analytical turn to human rights as its object of inquiry, it represents a critical intervention into the revisionism that has led to conceptual fragmentation and restrictive practices. Mainstream literature in refugee law reflects a mood of celebration, a narrative of progress which praises the discipline’s rescue from obsolescence. This is commonly ascribed to its repositioning alongside human rights law, its veritable rediscovery as an arm of this far greater edifice. By using human rights logic to construct the current legal paradigm and inform us of who qualifies as a refugee, this purportedly lent areas of conceptual uncertainty a set of objective, modern criteria and increased enfranchisement to new, non-traditional claimants. The present work challenges this dominant position by finding the untold limits of its current paradigm. It stands alone in this orientation and hereby represents one of the most comprehensive, heterodox and structurally detailed reviews of this connection. The exploration of the gap between modern approaches and the unsatisfactory realities of seeking asylum forms the substance of this book. It asserts, by contrast, the existence of revolution rather than evolution. Human rights law has erased the founding tenets of the Refugee Convention, enabling powerful states to contain refugees in their region of origin. The book will be essential reading for those interested in Refugee Law, Refugee Studies, Postcolonial Legal Studies, Postmodern Critiques and Critical Legal Theory. Additionally, given its relevance for the adjudication of refugee claims, it will be an important resource for solicitors, barristers and judges.

Book excerpt: At the request of NASA, an IOM committee reviewed NASA Human Research Program's (HRP's) Scientific Merit Assessment Processes for directed research. Directed research is commissioned or noncompetitively awarded research that is not competitively solicited because of specific reasons, such as time limitations or highly focused or constrained research topics. The scientific merit assessment processes have been developed by NASA to evaluate individual directed research tasks in order to ensure the scientific integrity of the HRP's directed research portfolio. The committee examined the HRP's current scientific merit assessment processes and conducted a public workshop to identify best practices among other federal agencies that use various assessment processes for similar types of directed research. Review of NASA Human Research Program's Scientific Merit Processes: Letter Report finds that the scientific merit assessment process used by the HRP for directed research is scientifically rigorous and is similar to the processes and merit criteria used by many other federal agencies and organizations - including the Department of Defense, National Institutes of Health, and the United States Department of Agriculture - for comparable types of research. This report also makes recommendations on ways to streamline and bolster the accountability and transparency of NASA's current processes.

Available in PDF, EPUB and Kindle. Book excerpt: As major environmental crises loom, Christina Ergas makes the argument in Surviving Collapse that one possible way forward is a radical sustainable development that turns the focus from monetary gain to social and ecological regeneration and transformation. Employing qualitative and cross-national comparative methods, Ergas examines two alternative, community-scale, socioecological models of development: the first is a grassroots urban ecovillage in the Pacific Northwest, United States, while the second is a government-subsidized, but cooperatively run, urban farm in Havana, Cuba. While neither are panaceas, they prioritize social and ecological efficiency and subsume economic rationality towards those ends. Featuring cases that not only allow us to synthesize their strengths but evaluate their weaknesses, Surviving Collapse reveals a multitude of varied paths toward reaching radical urban sustainability and empowers us all to imagine, and possibly build, more resilient futures.

Book excerpt: The scrutiny of the Office of Science and Technology (OSI) is one of the core tasks of the Committee. During the period covered by this report the OSI and DTI Innovation Group have successfully merged and there has been a new performance management system. There has been a welcomed increase in the science budget but the breach of the principle of ring fencing the budget is deprecated. An important part of OSI's work is reviewing the use of science in Government departments. Although these are valuable the pace of review and information available on them needs to be improved.
