The GAO watches over Congress, and investigates how the federal government spends taxpayers dollars. The Comptroller General of the United States is the leader of the GAO, and is appointed to a 15-year term by the U.S. President. The GAO wants to support Congress, while at the same time doing right by the citizens of the United States. They audit, investigate, perform analyses, issue legal decisions and report anything that the government is doing. This is one of their reports.

Book excerpt: Each year, millions of visitors, foreign students, and immigrants come to the United States. Visitors may enter on a legal temporary basis--that is, with an authorized period of admission that expires on a specific date--either (1) with temporary visas (generally for tourism, business, or work) or, in some cases (2) as tourists or business visitors who are allowed to enter without visas. (The latter group includes Canadians and qualified visitors from 27 countries who enter under the visa waiver program.) The majority of visitors who are tracked depart on time, but others overstay. Four of the 9/11 hijackers who entered the United States with legal visas overstayed their authorized periods of admission. This has heightened attention to issues such as (1) the extent of overstaying, (2) weaknesses in our current overstay tracking system, and (3) how the tracking system weaknesses and the level of overstaying might affect domestic security. Significant numbers of foreign visitors overstay their authorized periods of admission. The Department of Homeland Security estimates the resident overstay population at 2.3 million as of January 2000. Because the starting point for this estimate is the 2000 census, it does not cover short-term overstays who have not established residence here. It also omits an unknown number of potential long-term overstays from Mexico and Canada. Because of unresolved weaknesses in DHS's current system for tracking arrivals and departures (e.g., noncollection of some departure forms and inability to match other departure forms to arrivals), there is no accurate list of overstays. Two new tracking initiatives are intended to address these weaknesses. NSEERS, the National Security Entry and Exit Registration System, does not cover most visitors. US-VISIT, the U.S. Visitor and Immigrant Status Indicator Technology, a more comprehensive, automated program, is being phased in. While its design and implementation face a number of challenges, evaluating US-VISIT against the weaknesses GAO identifies here would increase its potential for success. The current tracking system's weaknesses limit control options and make it difficult to monitor potential terrorists who enter the country legally. Like other illegal immigrants, overstays obtain jobs with fraudulent identity documents, including jobs at critical infrastructure locations, such as airports. Thus, tracking issues can affect domestic security and are one component of a layered national defense. Improving the tracking system could work with intelligence, investigation, information-sharing, and other factors to help counter threats from foreign terrorists.

Available in PDF, EPUB and Kindle. Book excerpt: This text provides an integrated view of post-9/11 security concerns over the United States's shared border with Mexico and Canada in regards to terrorism, unauthorized migration, drug and arms smuggling, and other illegal trade. The challenges facing U.S. Customs and Border Patrol are daunting. There are 19,841 miles of American land and water boundaries to protect, and 95,000 miles of shoreline and defined air space subject to homeland security surveillance. Additionally, the booming drug trade across the U.S.-Mexico border, combined with the ever-increasing number of migrants wanting to reach our land of opportunity, has resulted in a grim death toll: more than 5,000 known migrant deaths have occurred along the U.S.-Mexico border during 1995–2008, and in 2009, an estimated 9,635 Mexicans were killed in drug-related violence, with 2,573 people killed in Ciudad Juarez alone. U.S. Border Security focuses on the contrast between border security before and after the 9/11 terrorist attacks. This text also examines the controversial topics of illegal immigration, counterterrorism, drug and weapons trafficking, human smuggling, the impact of border security on the movement of people and goods, and the effect of the war on terrorism on civil and human rights.

Available in PDF, EPUB and Kindle. Book excerpt: The ease of transportation, the opening of international immigration policies, the growing refugee movements, and the increasing size of unauthorized immigrant populations suggest that immigration worldwide is a phenomenon of utmost importance to professionals who develop policies and programs for, or provide services to, immigrants. Immigration occurs in both the wealthy nations of the global North and the poorer countries of the global South; it involves individuals who arrive with substantial human capital and those with little. It has far-reaching implications for a nation's economy, public policies, social and health services, and culture. The purpose of this volume, therefore, is to explore current patterns and policies of immigration in key countries and regions across the globe and analyze the implications for these countries and their immigrant populations. Each of its chapters, written by an international and interdisciplinary group of experts, explores how country conditions, policies, values, politics, and attitudes influence the process of immigration and subsequently affect immigrants, migration, and the nation itself. No other volume explores the landscape of worldwide immigration as broadly as this does, with sweeping coverage of countries and empirical research, together with an analytic framework that sets the context of human migration against a wide backdrop of experiential factors that take shape long before an immigrant enters a host country. At once a sourcebook and an applied model of immigration studies, Immigration Worldwide is a valuable reference for scholars and students seeking a wide-ranging yet nuanced survey of the key issues salient to debates about the programs and policies that best serve immigrant populations and their host countries.

Available in PDF, EPUB and Kindle. Book excerpt: As the US deports record numbers of illegal immigrants and local and state governments scramble to pass laws resembling dystopian police states where anyone can be questioned and neighbors are encouraged to report on one another, violent anti-immigration rhetoric is growing across the nation. Against this tide of hysteria, Pilar Marrero reveals how damaging this rise in malice toward immigrants is not only to the individuals, but to our country as a whole. Marrero explores the rise in hate groups and violence targeting the foreign-born from the 1986 Immigration Act to the increasing legislative madness of laws like Arizona's SB1070 which allows law officers to demand documentation from any individual with "reasonable suspicion" of citizenship, essentially encouraging states and municipalities to form their own self-contained nation-states devoid of immigrants. Assessing the current status quo of immigration, Marrero reveals the economic drain these ardent anti-immigration policies have as they deplete the nation of an educated work force, undermine efforts to stabilize tax bases and social security, and turn the American Dream from a time honored hallmark of the nation into an unattainable fantasy for all immigrants of the present and future.
