Book excerpt: "This law was originally introduced in January of 1935, over 43 years ago, to give an opportunity to those talented and capable blind individuals who wished to begin productive careers in the field of selling. This bill, H.R. 4688, was signed by President Franklin Delano Roosevelt as Public Law 74-732 in June of 1936. Thus began a new era of opportunities for blind citizens. This law, which has had such a positive impact on the employment of blind men and women for 43 years, has twice been amended to improve opportunities for blind workers. In 1954, the law was amended to give priority to blind vendors in the installation and/or operation of vending stands in Federal buildings and on Federal properties. In 1974 the act was again amended to significantly increase the number of blind vendors in the United States by further refining the priority to be given to the blind vendor; by establishing guidelines for the operation of programs; by establishing guidelines for the uniformity of treatment of blind vendors by all Federal departments and agencies; and by including provisions regarding the sharing of vending machine income with the blind vendors"--Page 1.
